The game changers (KOR)

North Korea fired a pair of short-range ballistic missiles from Wonsan on its east coast just six days after its last provocative launches. That adds up to seven missiles on four occasions since May. The missile launches are clear violations of the Sept. 19, 2018 military agreement between President Moon Jae-in and North Korean leader Kim Jong-un in Pyongyang and United Nations Security Council resolutions banning the North from firing ballistic missiles.

The provocations are ratcheting up tensions on the Korean Peninsula. The two missiles North Korea fired Wednesday flew about 250 kilometers (155 miles) into the East Sea at a low altitude of 30 kilometers. Due to their eccentric flight paths, our defensive missiles may not be able to intercept them.

In a sharp departure from the past, the Ministry of National Defense showed an immediate reaction, as seen in the Joint Chiefs of Staff’s first-ever clarification that the missiles were ballistic missiles. On Wednesday, Defense Minister Jeong Kyeong-doo warned that if North Korea threatens or provokes South Korea, it will be regarded as a enemy. Ruling Democratic Party floor leader Lee In-young also denounced the missile launches. The defense ministry and ruling party have finally come to realize the substantial threat from North Korea.

The Blue House also held a National Security Council meeting immediately. It did not convene such a meeting when North Korea fired ballistic missiles last time or even when Russian aircraft violated our Air Defense Identification Zone. Yet the National Security Council meeting was not presided over by President Moon. The results of the meeting were also ambiguous. In a press release, the presidential office simply expressed concerns about the missile launches.

In a grim situation, our commander-in-chief was invisible. A new submarine North Korea publicized earlier this month can be equipped with at least three submarine-launched ballistic missiles (SLBMs), which can strike as far as Guam and Okinawa. U.S. President Donald Trump is downplaying Pyongyang’s provocation, branding them “small weapons” that do not pose a direct threat to the U.S. mainland.

While Seoul and Washington were trying to make friends with Pyongyang in denuclearization negotiations, North Korea has come up with three sets of game changers: ICBMs, SLBMs and the new ballistic missiles targeting South Korea, Japan, and the U.S. The government must deal with the threats before it is too late.

북한, 게임체인저 3종 세트 완성 … 정부·군에 대책은 있나
북한이 어제 2발의 단거리 탄도미사일을 또 발사했다. 지난달 발사한 지 엿새만이다. 북한이 러시아제 ‘이스칸데르-M’을 본뜬 신종 미사일을 개발하는 과정에서 5월부터 이번까지 4차례에 걸쳐 모두 7발을 쏜 것이다. 이는 남북 9ㆍ19 군사합의에 대한 직접적 도발 행위이며, 북한의 탄도미사일 발사를 금지한 유엔 안전보장이사회 결의안 위반이기도 하다. 동시에 한반도에 새로운 긴장을 불러오고 있다. 북한이 강원도 원산 갈마지역에서 쏜 이 미사일은 지난번(고도 50㎞)보다 낮은 30㎞의 저고도로 250㎞가량 날았으며, 회피기동을 시험했다고 한다. 한국군이 보유한 요격미사일로는 막기 어렵다.
국방부는 북한 미사일 도발에 과거와 달리 즉각적으로 강하게 반응했다. 합동참모본부는 이 미사일을 처음으로 ‘탄도미사일’로 규정했다. 정경두 국방부 장관도 이날 한국국방연구원(KIDA) 포럼에서 북한 미사일 발사를 전격 공개했다. 정 장관은 “북한 정권과 군이 우리를 위협하거나 도발하면 ‘적(敵)’ 개념에 포함된다”며 북한에 경고했다. 여당인 더불어민주당 이인영 원내대표도 확대간부회의에서 “강력하게 항의한다”고 했다. 북한의 연이은 미사일 도발 실체와 위협을 국방부와 여당이 이제야 제대로 인식하는 것 같아 그나마 다행이다.
청와대도 국가안보회의(NSC) 긴급 상임위를 열었다. 청와대는 북한의 지난번 미사일 발사나 러시아 군용기의 독도 영공 침범과 같은 중대한 안보 상황 때도 NSC를 개최하지 않았다. 그런데 이날 회의는 NSC 의장인 문재인 대통령이 주관하는 전체회의가 아닌 정의용 안보실장이 대신한 축소된 형태였다. 여론에 떠밀려 마지못해 NSC를 연 느낌이다. NSC 회의 결과도 애매모호하다. 청와대는 보도자료를 통해 “북한의 탄도미사일 발사는 한반도 평화 구축 노력에 부정적 영향을 미칠 수 있음에 강한 우려를 표명한다”고만 했다. 정 실장이 직접 브리핑을 해도 시원치 않을 판인데 보도자료엔 이렇다 할 대책도 없었다.
이처럼 안보 상황이 심각한데 정작 군통수권자인 대통령은 보이지 않는다. 더구나 합참에 따르면 북한이 지난달 공개한 신형 잠수함은 탄도미사일(SLBM) 3발을 장착할 수 있다고 한다. 군 당국의 분석이 맞는다면 이 잠수함은 핵탄두를 장착한 SLBM을 싣고 동해에서 한국과 일본은 물론, 한국을 도울 미군이 주둔한 괌과 오키나와까지 타격할 수 있다. 현실적으로 막을 방법이 없어 ‘게임 체인저’라 할 정도다. 그런데도 트럼프 미국 대통령도 계속된 북한의 탄도미사일 발사를 미 본토에 위협되지 않는 ‘작은 무기’라며 의미를 축소하는 것은 옳지 않다. 이러니 한ㆍ미 전문가와 정치인들 사이에 핵무장론과 미 전술핵무기 공유체계 필요성이 제기되는 것 아닌가.
한ㆍ미가 북한을 달래며 비핵화 협상을 하는 사이 북한은 게임 체인저 3종 세트를 마련했다. 대륙간탄도미사일(ICBM)과 SLBM, 어제 시험한 신종 단거리 탄도미사일이다. 이 미사일들은 한ㆍ미ㆍ일을 직접 위협한다. 그런 만큼 확실한 대책이 필요하다. 정 장관이 어제 포럼에서 전에 없이 강경한 어조로 북한에 경고하면서 대비책이 있다고 했지만, 여전히 미심쩍다. 정부와 국방부는 심각한 현실로 다가온 북한 핵과 미사일 위협을 차단할 방안을 세워 국민에게 공개하기 바란다.
