Hopes pinned on Bangkok meeting (KOR)

Japan will hold a cabinet meeting this morning to determine whether to remove Korea from a list of countries eligible for preferential treatment in trade. In the afternoon, the foreign ministers of Korea, the United States and Japan will hold a meeting in Bangkok to discuss the U.S. proposal that its two allies stop their diplomatic battle. We hope Seoul and Tokyo find a breakthrough in the trilateral meeting arranged by Washington. Otherwise, the discord over trade and historical issues will not only damage the economies of Korea, Japan and the U.S. but also the global economy.

If Japan takes the dangerous path of dropping Korea from the so-called white list, it will not help anyone. If that really happens, Tokyo will have crossed a point of no return. That could mean the collapse of the seven-decade-old friendship between the two countries since World War II, not to mention a threat to peace and security in Northeast Asia.

Tokyo may think that economic retaliation based on its relative strengths in technology and capital can force Korea to surrender. But Korea is not the country it was decades ago. Japan’s retaliation will trigger huge losses for its own companies, which have been cooperating with their Korean customers in the global value chain. Japanese Prime Minister Shinzo Abe must understand that he will face harsh international criticism for defying the principle of free trade and wielding a “sword” against a neighbor.

A meeting Thursday between our Foreign Minister Kang Kyung-wha and Japanese Foreign Minister Taro Kono failed. After Kono rejected Kang’s demand for suspension of the removal from the list, Kang reportedly threatened to scrap the General Security of Military Information Agreement (Gsomia) — a bilateral military intelligence-sharing pact — with Japan. That is a type of a “self-harm” to the Korea-U.S.-Japan alliance, which should be avoided at all costs.

An association of lawmakers from both ruling and opposition parties went to Tokyo to ask for help, but they could not even meet with their Japanese counterparts. With only a day left before D-day, a diplomatic effort by our lawmakers was in vain.

Both countries must find a solution. They should agree to Washington’s proposal that Tokyo postpone its removal of Korea from the list in return for Seoul’s promise to not sell the assets of Japanese companies in Seoul to compensate wartime forced laborers. But before that, Japan must make a rational decision in the cabinet meeting this morning.

일본, 마지막 타협 기회 앞두고 최악의 선택 말아야
오늘 오전 일본 정부는 한국을 화이트리스트(수출 심사 우대국)에서 배제하는 결정을 내릴 수도 있는 각료회의를 연다. 그로부터 몇 시간 뒤인 이날 오후 태국에선 미국과 한·일 외교부 장관이 미국이 요구한 '한일 분쟁 중지 협정' 합의 여부를 놓고 3자 회담을 연다. 그동안 한·일 갈등을 방치하다시피 해온 미국이 일본의 화이트리스트 제외 조치가 임박하자 막판에 중재 의사를 밝히며 개입해 마련된 자리다. 그야말로 파국을 막을 수 있는 마지막 실낱같은 기회다. 한·일은 이 회담에 전력투구의 자세로 임해 '휴전' 합의부터 끌어내야 한다. 우리만을 위해서가 아니라 일본과 미국, 세계 경제를 위해서도 반드시 그렇게 돼야 한다.
일본의 한국 화이트리스트 배제 조치는 누구에게도 도움이 되지 않는 최악의 선택이다. 70년 가까이 선린 우방으로 지내온 한국을 하루아침에 '적'으로 몰아 동북아 평화·안보를 위협하고 세계 경제에도 막대한 손해를 입히게 된다. 일본이 이런 악수(惡手)를 강행하면 한국도 맞대응 외에는 대안이 없다. 한국민의 대일 감정을 걷잡을 수 없이 자극해 우리 정부가 일본과 타협할 여지를 극도로 좁히는 결과를 낳기 때문이다.
일본은 우월한 자본과 기술을 무기로 한국에 경제 보복을 하면 손쉽게 굴복시킬 수 있다는 속셈인지 모르지만 한국은 옛날의 한국이 아니다. 촘촘히 엮인 글로벌 분업 구조 속에 한국과 파트너십을 이어온 일본 기업들의 손해도 막심할 것이다. 국제사회의 동향도 일본에 불리할 공산이 크다. 지난 수십년간 자유무역의 가치를 옹호하며 그 수혜를 즐겨온 일본이 느닷없이 우방국에 무역 규제라는 칼을 휘두르는 데 비판의 목소리가 클 것임을 아베 신조 총리는 직시하기 바란다.
어제 태국에서 열린 강경화 외교부 장관과 고노 다로 일본 외무장관 회담은 파국으로 치닫는 현실만 확인시킨 채 끝났다. 강 장관은 화이트리스트 제외 중단을 강하게 요구했으나 다로 장관이 거부하자 "그러면 한일 군사정보보호협정(GSOMIAㆍ지소미아) 재검토가 불가피할 것"이라고 압박했다고 한다. 지소미아 파기는 한·미·일 동맹을 뿌리째 흔들어 한·일의 안보 근간을 훼손하는 '자해'에 해당한다. 이런 얘기가 한·일 장관 간에 오간 것 자체가 갈 데까지 간 양국 관계의 현주소를 보여준다.
한·일 의원 연맹 소속 여야 의원들이 같은 시기 일본을 찾았으나 집권 자민당 니카이 도시히로 간사장이 약속했던 만남을 일방적으로 취소해 우리 측이 "구걸 외교 하러 온 것 아니다"고 항의하는 일도 벌어졌다. D-데이를 하루 앞두고 한·일이 정부·의회 차원에서 잇따라 시도한 외교적 노력이 전부 좌절된 양상이다.
오늘 열리는 한·미·일 외교 장관회담에서 돌파구를 찾아야 한다. 한·일은 모처럼 성사된 미국의 중재 아래 어떻게든 접점을 찾아 파국만은 막겠다는 의지를 갖고 회담에 임해야 한다. 일본은 화이트리스트 배제 조치를 연기하고, 한국은 강제노역 배상 판결과 관련해 압류한 일본 기업의 자산을 매각하지 않는다는 골자의 미국발 '분쟁 중지 협정'에 동의하는 것이 급선무다. 그러려면 무엇보다 일본의 자제가 절실하다. 일본이 각의에서 화이트리스트 배제 조치를 미루지 않는다면 이어 열릴 한·미·일 장관회담에서 타협안을 끌어낼 여지가 사라진다. 극도로 격앙된 국민 여론에 포위된 한국 정부가 택할 선택지는 강경책뿐일 수밖에 없기 때문이다. 일본의 이성적 대응을 다시 한번 촉구한다.
