President Moon Jae-in’s economic score card is not very good as clearly seen in growth for this year expected to hover over 1 percent — the kind of low level South Korea has only seen during the oil shock of the 1970s, the 1997-98 Asian economic crisis, and the 2007-08 global financial meltdown. Economic forecasters at home and abroad expect the growth rate — even lower than the world’s average — to stay low next year too.

On the distribution side, things are looking no better. While income polarization is deepening, the middle class is shrinking. A business leader even lamented recently that our economic achievements over the past half a century may vanish.

The economy is failing on both fronts: growth and distribution. The Wall Street Journal attributed these failures to the government’s “income-led” growth policies and its anti-corporate, pro-labor stances. Despite the International Labor Organization’s warning against seeking growth by raising the minimum wage, the government pushed it. As a result, jobs decreased, stores shut down and the economy is stuck in a rut.

The government’s ill-conceived policies helped our growth potential plunge to 2.72 percent this year — a whopping 0.45 percent drop from the previous year — according to a recent Organisation for Economic Cooperation and Development report. The organization ratcheted up the growth potentials for the United States and France due to their efforts to revitalize their private sectors through labor reforms and corporate tax cuts. Those two governments lifted their real and potential growth rates by stimulating the “animal spirit” of the corporate sector.

The Moon administration went in the opposite direction. It pulled down labor flexibility and hiked corporate taxes. Its suffocating regulations on the sharing economy got tougher. Companies are busy surviving, not prospering, which has led to frozen investment, employment and consumption. Warning lights are blinking on the government’s fiscal solidity. In 2023, the national debt is anticipated to exceed 1,000 trillion won ($865 billion), more than a twofold increase in just 10 years.

The government must return to growth-focused policies, as suggested by five major business lobbying groups on Wednesday. It must achieve labor reforms, deregulation, and a revamp of the corporate taxation system. If deregulation helps draw investment in high value-added industries, it will raise both labor productivity and growth potential. As long as this government adheres to its current policies, our economy will be stuck.

노동·규제 개혁해야 성장의 길 열린다
어제 둘러 본 서울 중심가는 휑뎅그렁했다. 핵심 상권인 종로 1~2가 대로변이 빈 점포투성이였다. 보신각에서 종로2가 쪽 끝 의류점까지, 큰 길가 1층 27개 매장 가운데 9곳이 비었다. 두 집 건너 한 집이 공실이다. 유례없는 저성장이 할퀴고 간 상흔이다.
문재인 정부의 경제 성적표는 참담하기 그지없다. 올해 1%대 성장이 기정사실화됐다. 석유파동ㆍ외환위기ㆍ금융위기를 빼고는 한 번도 겪어보지 못한 성장률이다. 내년 역시 1%대 성장에 머물리란 관측을 국내ㆍ외 기관들이 잇달아 내놓고 있다. 세계 평균 성장률을 따라가지 못하는 것은 물론, 격차마저 점점 벌어지는 실정이다. 올해 성장률은 경기 과열 없이 이룰 수 있는 ‘잠재성장률’(OECD 추정 2.72%)에도 한참 못 미친다. 100m를 10초에 달릴 수 있는 육상 선수가 13, 14초를 기록한 것과 마찬가지다. 어딘가 단단히 잘못됐다.
분배는 또 어떤가. 소득 격차는 갈수록 심해지고 중산층은 쪼그라들었다. 투자는 위축됐고, 이젠 돈 마저 돌지 않는다. “50~60년간 일궈온 경제가 한 방에 무너질까 두렵다”(강호갑 한국중견기업연합회장)는 한탄까지 나온다.
문재인 정부는 이렇게 성장과 분배를 모두 놓쳤다. 월스트리트저널이 “아시아에서 가장 급진적인 좌파 정책”이라 평한 소득주도성장을 비롯해 반기업ㆍ친노조 일변도 정책이 빚은 참극이다. 애초 소득주도성장은 한국에 맞는 전략이 아니었다. 소득주도성장의 원전 격인 2012년 국제노동기구(ILO) 보고서도 이 점을 인정했다. 수출 주도형 개방 경제는 소득주도성장이 먹히지 않을 수 있다고 했다. 그런데도 정부는 이를 무시하고 소득주도성장을 밀어붙였다. 그래서 돌아온 건 사라진 일자리, 문 닫은 가게, 수렁에 빠진 경제다.
정부의 정책 기조는 경제의 기초체력인 잠재성장률마저 갉아먹었다. OECD는 최근 한국의 잠재성장률을 0.45% 포인트 떨어뜨려 2.72%로 낮췄다. 반대로 미국ㆍ프랑스 등은 잠재성장률을 상향 조정했다. 노동 개혁과 법인세 인하 등을 통해 민간에 활력을 불어넣은 나라들이다. 두 나라 정부는 기업의 ‘공격적 투자 본능(animal spirit)’을 자극해 잠재ㆍ실질 성장률을 모두 끌어올렸다.
한국은 완전히 거꾸로다. 강제로 노동 시장을 더 딱딱하게 만들었고 법인세율을 인상했다. 스튜어드십 코드 등 법ㆍ제도를 통해 기업을 점점 옥죄고 있다. 승차ㆍ숙박 공유조차 할 수 없는 규제의 그물은 풀리기는커녕 갈수록 촘촘해진다. 기업 35%가 번 돈으로 이자도 못 내는 상황에 몰렸다. 기업들은 투자 본능이 아니라 그저 생존 본능 발휘에 급급하다. 그로 인해 투자와 일자리, 소득ㆍ소비까지 얼어붙었고, 한국 경제는 저체온증에 빠졌다. 재정에마저 노란 불이 들어왔다. 2023년엔 나랏빚이 1000조원을 넘는다. 2013년 490조원에서 10년 만에 두 배 넘게 증가한다. 빚이 늘어나는 속도가 성장률보다 훨씬 빠르다.
이대로는 위험하다. 성장에 중심을 두는 쪽으로 정책 기조를 유턴해야 한다. 경제5단체도 그제 공동 기자회견을 하고 “기조 전환이 필요하다”고 촉구했다. 시급한 건 세 가지다. 노동ㆍ규제 개혁, 그리고 각국이 효과를 보고 있는 법인세제 개편 검토다. 노동 개혁이 일자리 증가와 경제 회복의 열쇠임은 프랑스가 입증했다. 규제 개혁은 검찰 개혁보다 더한 강도로 대통령이 장관들을 닦달하는 각오를 보여야 한다. 규제를 혁파해 고부가가치 신산업 투자를 끌어내면 노동생산성이 높아지고 잠재성장률 또한 올라간다. 성장률 상승은 나랏빚 걱정까지 덜 수 있는 길이다. 이를 외면하고 부작용투성이 소득주도성장을 고집하는 한, 한국 경제는 이 어두운 터널에서 벗어나기 어렵다. 이제 다시 성장이다.
