No time for platitudes (KOR)

President Moon Jae-in will hold a nationally-televised “Conversation with the People” on MBC at 8 pm on Tuesday. It takes the form of a town hall meeting with 300 selected audience members. Starting the second half of his five-year term on Nov. 9, Moon has pledged to strengthen his communication with the public, as he showed in a meeting with leaders of the ruling and opposition parties. We hope Moon also has an effective dialogue in the studio.

Moon’s governance over the past two and a half years has fallen short of public expectations as he has been bent on running the nation with the help of a small inner circle. We hope he admits his policy mistakes of the past and shares a vision for a better future.

The country faces a plethora of challenges at home and abroad. Policy failures were mostly caused by the government’s misjudgments on economic, diplomatic and security issues, as seen in its relentless push for “income-led” growth and a phasing out of nuclear energy. As a result, economic growth has stalled along with exports and investment, and many jobs were lost.

Its “all-in” policy toward North Korea should be corrected. As our alliance with the United States is weakened to the extent of Washington threatening a possible pullout of U.S. troops from the country, security concerns are rapidly deepening. Without any tangible sign of the denuclearization of North Korea, the government steadfastly adheres to terminating the General Security of Military Information Agreement (Gsomia) with Japan, a military pact helping counter North Korean nuclear and missile threats. Moon must address growing public doubts about what really went wrong in the National Security Council and present a blueprint for a brighter future.

The government has been engrossed with rooting out what it calls “past evils.” Yet it applied double standards in the case of former Justice Minister Cho Kuk. Moon must apologize for his repeated appointment fiascos.

Communication does not rest on flowery rhetoric but on a sincere attitude and listening to what others say. Moon must not forget that his approval rating has dropped after a couple of press conferences in the past. He has little time left until he finishes his term in the Blue House. As the country has been heading in the wrong direction during the first half of his term, Moon must change course. If he sticks to failed policies, he can never create “a country we have never experienced.”

국민과의 대화 보여주기 쇼에 그쳐선 안돼
문재인 대통령이 오늘 저녁 TV로 생방송 되는 ‘국민과의 대화’(오후 8시,MBC)를 갖는다. 300명 방청객이 사전에 정해놓은 각본없이 즉석에서 질문하고 대통령이 답하는 '타운 홀 미팅 방식'이다.문 대통령은 지난 10일 여야 5당 대표와의 만찬을 갖는등 임기 후반기를 시작하면서 ‘소통 강화’를 전면에 내걸었다. 그런 만큼 오늘 ‘국민과의 대화’에 거는 국민들의 기대는 각별하다.
특히 지난 2년 반의 국정 운영이 성공적이지 못했기 때문에 더욱 그렇다. 독단적 국정 운영 기조에서 벗어나 일대 혁신이 절실한 시점이다. 국민들과의 스스럼없는 대화를 통해 지난 시기의 미숙했던 부분과 잘못을 솔직히 인정하고 밝은 미래로 나아가기 위한 비전을 공유하는 소통의 한마당이 돼야 할 것이다.
우리 앞에 놓인 난제는 하나둘이 아니다. 경제·외교·안보 할 것 없이 정부가 첫 단추를 잘못 끼우는 바람에 빚어진 정책 실패가 대부분이란 데 심각성이 있다. 소득주도 성장, 탈원전 정책이 대표적이다.성장·투자·수출에 빨간불이 켜진지 오래고, 그 바람에 정부가 제1호 정책으로 내세웠던 일자리 창출도 공염불에 그치고 말았다.
북한에 올인하는 외교안보 정책 기조도 궤도 수정이 불가피하다. 주한미군 감축·철수설이 나올 정도로 한·미 동맹의 기조가 흔들리면서 국민들이 체감하는 안보 불안은 어느 때보다 심각하다. 북한 비핵화는 한발짝도 진전된 게 없는데 북핵·미사일 방어를 어렵게 만드는 지소미아 종료 시한(22일 자정)은 다가오고 있다. 최근 2명의 '탈북 범죄자'를 비밀리에 북송한게 드러나면서 국제사회로부터도 손가락질 받는 참담한 지경에 이르렀다. 모두 청와대와 NSC가 깊이 관련된 사안들이다. 문 대통령은 저간의 사정을 낱낱이 밝혀 궁금증을 해소하는 한편 책임자 문책 등과 향후 일정을 제시하는 성의있는 자세를 보이는게 필요하다. 지금까지처럼 '잘 해오고 있다'거나 '정책 기조의 변화는 없다'는 식의 보여주기식이나 자화자찬으로 지금의 파고를 넘을 수 있다고 생각한다면 오산이다.
내치도 꼬일대로 꼬였다.'적폐 청산'에 너무 많은 시간을 허비하는 바람에 과거에 발목이 잡혀버렸고, 국론이 분열되면서 미래로 나아갈 동력을 만들어 내지 못했다.조국 사태를 겪으면서 공정·정의의 잣대 조차 옳고 그름이 아니라 내 편이냐,네 편이냐를 놓고 따지는 진영 논리에 갇혀버림으로써 국민을 좌절케하고 사회를 병들게 했다.문 대통령은 국정의 최고 통치자로서 편중인사,검증 부실등 일련의 과정에서 드러난 실정에 대해서도 국민들 앞에 사과하는게 도리다.
소통은 현란한 말재주나 보여주기식 이벤트로 되는게 아니다.열린 자세로 국민의 이야기를 경청하는데서 소통은 시작된다.문 대통령은 앞서 몇차례의 기자회견과 언론 대담 이후 여론이 더 나빠졌던 전례를 교훈 삼아야 할 것이다. 문 대통령의 하산길에 남은 시간은 그리 많지 않다.집권 2년반동안 무엇하나 풀린 게 없고 오히려 최악의 상태로 가고 있다면 이젠 생각과 방향을 바꾸는게 순리다. 숱한 문제가 드러났는데도 독선과 독단에서 벗어나지 못한다면 문 대통령이 강조해온 '한번도 경험해보지 못한 대한민국'의 실현은 요원해질 수밖에 없다. 진정한 성찰과 쇄신을 한번 기대해 본다.
