Snoozy town hall (KOR)

The Moon Jae-in administration, entering the second half of a five-year presidential term, should have learned an important lesson from the president’s “dialogue with the people” on Tuesday. The televised town hall-style meeting with 300 selected people that lasted nearly two hours was agonizingly long, distracting and frustrating. One viewer claimed to have “aged three years” by watching it. The program received poor notices from the ruling party camp as well as the opposition forces.

The president and his aides must humbly listen to these critical voices. Moon promised to be different from past “overbearing” and almighty presidents. He vowed to mingle with citizens regularly by moving his office from the shrouded Blue House to the downtown streets of Gwanghwamun, meeting directly with the press and stopping by marketplaces to talk to citizens on their way home. His promises of a warm and communicative president comforted the people who were betrayed by his predecessor, who stayed aloof and ran her government through a clandestine and creepy inner circle. Many may feel betrayed by Moon’s unsatisfying dialogue on Tuesday night.

He should meet with the press more often. Over 300 presidential correspondents are stationed at the press office at the Blue House, but they hardly get a chance to meet the president. The U.S., Japanese and other foreign leaders talk to their press regularly. Japanese Prime Minister Shinzo Abe speaks to reporters whenever he enters and leaves the prime ministerial office. U.S. President Donald Trump also talks to the press regularly, even if he does not like them.

If the president does not meet with the press more often, an annual dialogue with the people can become more pretentious or artifice. The president presented himself as gentle and compassionate, but failed to provide answers to policy questions and his future direction. His aides explained the unscripted nature disturbed a smooth flow of the discussion.

But self-explanation is not all there is to communication. Former President Roh Moon-hyun preferred to explain sticky issues directly to the press. If Moon seriously wants to do better in the second half of his term, he must get closer to the press and the people.

진정 소통하겠다면 청와대 출입기자부터 자주 만나라 문재인 대통령의 19일 ‘국민과의 대화’는 임기 반환점을 돈 문재인 정부에겐 소중한 시행착오였다. ‘국민과의 진정한 소통’이라는 미완의 과제를 남겼기 때문이다. 2시간 가까운 생방송은 아쉽고 답답한 ‘소문난 잔치’라는 비판을 받고 있다. 여권에서도 “도떼기시장” “시청하다가 3년은 늙은 것 같다”는 목소리가 나왔다. 야권은 “쇼통(쇼+소통)”이라고 평가절하했다.
기대와 다른 평가가 아쉽더라도 문 대통령과 청와대 참모들은 이를 겸허히 받아들여야 한다. 국민의 대표인 대통령이 국민 앞에 서는 당연한 자리를 왜 그토록 조마조마한 심정으로 지켜봐야 했는지 성찰해야 한다. 문 대통령의 취임사를 돌아보면 더욱 그렇다. 그는 2년 반 전 “권위적 대통령 문화를 청산하겠다”면서 “지금의 청와대에서 나와 광화문 대통령 시대를 열겠다. 국민과 수시로 소통하겠다. 주요 사안은 대통령이 직접 언론에 브리핑하겠다. 퇴근길에 시장에서 시민들과 대화하겠다. 때로는 광화문광장에서 대토론회를 열겠다”고 말했다. 그렇게 하지 못한 전임자에게 상처받은 국민을 위로하는 약속이었다. 지금처럼 떠들썩한 연례행사로 ‘국민과의 대화’를 치를 것이라고 예상한 국민은 많지 않았을 것이다.
공식 철회한 ‘광화문 대통령’ 공약을 제외하면 대통령이 마음만 먹으면 언제든 실현할 수 있는 약속들이다. 당장 청와대 출입기자부터 자주 만나야 한다. 청와대 춘추관에는 각 언론사가 선발한 출입기자 300여 명이 상시 대기 중이다. 하지만, 문 대통령은 이들을 만나는 데 인색하다. 미국·일본 등 해외 정상들이 언론을 대하는 방식과도 확연히 대비된다. 백악관과 일본 총리 관저를 드나들며 수시로 기자들과 문답하는 정상들의 모습은 매일 외신에 나온다. 아베 총리는 하루 두 차례 관저 입구에서 기자들과 질문을 주고받는다. 트럼프 대통령과 미국 기자들의 날 선 문답도 익숙하다.
문 대통령이 언론 앞에 자주 서지 않을수록 ‘국민과의 대화’는 더 요란해지는 악순환에 빠지게 된다. “각본 없는 문답” “국민의 송곳 질문” 등 과대 포장만 남고 알맹이 는 없었다. 대통령의 친절한 미소와 다정한 몸짓은 부각됐지만, 국가의 정책과 미래에 대한 불안감을 풀어주는 설득력 있는 디테일은 없었다. 청와대 참모들은 “짜고 친다는 의혹 때문에 각본 없는 진행을 택했다” “방송사가 선택한 형식과 진행이 아쉬웠다”는 무책임한 변명만 늘어놨다.
원론적인 주의ㆍ주장만 하고 이해를 바라는 방식의 커뮤니케이션은 권위적이라는 비판을 면하기 어렵다. 소통의 중요성을 강조한 고 노무현 전 대통령은 정부 정책에 반하는 보도가 나올 때마다 “직접 기자실에 가서 설명하겠다”고 나서서 참모들이 말리느라 애를 먹었다고 한다. 문 대통령이 진정 “임기 절반이 지난 것이 아니라 남은 것이라고 생각한다”면 국민과 언론을 향해 한 걸음 더 다가오길 바란다.
