The wrongdoings of Cho Kuk no longer come as a surprise. The former justice minister has been indicted on 12 criminal counts. Of them, eight were allegedly committed during his time as senior presidential secretary for civil affairs. The newest outrage involves another chapter in Cho’s family’s academic shenanigans. The younger Cho applied to a Yonsei University graduate school in November 2017. Despite guidelines that forbid modification or cancelation of applications after a certain deadline, Yonsei nevertheless accepted revision to Cho’s documents through email after the deadline. Yonsei claimed three or four applicants submitted revisions through email after the deadline. The school claimed it accepted them all.

Yonsei University has not been that flexible before. In a posting on the Blue House petition bulletin in February 2019, one Yonsei University applicant complained about a lack of such flexibility. Yonsei explained that its actions were in line with its guidelines for fairness in college admission.

In September, Yonsei was raided by prosecutors searching for admission files on Cho’s son. But none of the files were found despite the school guideline that all admission-related documents be stored for four years. It raises questions about Yonsei University guidelines — among other things.

Universities are supposed to train minds and develop talents. But Yonsei has been bending its principles in suspicious ways. Another elite school, Korea University, has acted suspiciously with regards to Cho’s daughter.

Korea University said it would disqualify the admission and undergraduate degree of Cho’s daughter only if major problems were found with a research paper she was credited as co-author of, which was used in her application to the university. When the Korea Society of Pathologists repealed the questionable paper, the school said it would take action on Cho after prosecution investigation results. Even though a scholarship Cho received from the Pusan University medical school was considered a bribe by prosecutors, the school has not made any action.

None of these irregularities are imaginable if Cho was not been a key figure in the Moon Jae-in administration. The schools have lost respect by kowtowing to political big shots.

Korean education has been the biggest cause of the rags-to-riches transformation of the country. Education was behind our achievements in democracy. Freedom and justice now seem alien at universities. Our schools should feel ashamed.

정치권 눈치 보는 부끄러운 대학 조국 전 법무부 장관의 부정과 비리는 더 이상 놀랍지도 않다. 검찰 공소장에 명시된 혐의만 뇌물 수수 등 12가지에 이른다. 그 중 8개가 청와대 민정수석 시절 벌어졌다.
이번에 드러난 사실 중 공분을 일으키는 게 아들 조모(24)씨의 대학원 입시 특혜다. 조 전 장관이 민정수석이던 2017년 11월 조씨는 연세대 대학원에 지원했다. ‘원서접수 마감 이후 변경·취소를 할 수 없다’는 모집 요강과 달리 연세대는 접수가 완료된 뒤에 조씨가 이메일로 제출한 수정 원서를 받아줬다. 연세대 측은 “마감 뒤에 이메일로 원서를 수정한 지원자가 당시에 3~4명 더 있었다. 응시자를 배려하는 차원이었다”고 해명했다.
그러나 다른 사안에 대한 연세대의 대응은 정반대였다. 2019년 2월 청와대 국민청원 게시판에는 자신을 연세대 합격자라고 밝힌 한 학생의 사연이 올라왔다. ‘지연입출금’ 제도 탓에 등록금 납부를 제 시간에 하지 못했다는 내용이었다. 당시 연세대는 “입시 공정성과 형평성을 고려해 원칙과 절차대로 처리할 수밖에 없다”며 합격을 취소했다.
지난해 9월에도 연세대에선 황당한 일이 벌어졌다. 조 전 장관의 아들 자료를 포함한 4년 치 대학원 입시 서류가 사라진 것이다. 당시 검찰은 조씨의 원서와 면접 점수표 등을 확보하기 위해 압수수색 했지만 찾을 수 없었다. ‘4년간 학과 사무실에 보관돼야 한다’는 원칙은 보기 좋게 깨졌다. 이쯤 되면 연세대가 말하는 ‘원칙’이 무엇을 의미하는건지 궁금해진다.
대학은 미래의 인재를 양성하는 지성의 산실이다. 그러나 대상에 따라 원칙이 달라지고, 검찰의 중요한 수사 자료가 사라져도 팔짱만 끼고 있다. 이런 상황에서 누구에게 무엇을 가르칠 수 있겠는가. 이는 연세대만의 일이 아니다. 조 전 장관의 딸 조민(29)씨의 입시비리 의혹으로 비판받고 있는 고려대도 마찬가지다.
당초 고려대는 학생과 동문 등의 입학 취소 요구에 “논문에 하자가 발견되면”이란 단서를 달았다. 그러나 딸 조씨의 논문을 대한병리학회가 취소하자 이번엔 “검찰 수사 결과가 나오면"이라고 입장을 바꿨고, 그 후엔 다시 "추가 검토가 필요하다"며 뭉개고 있다. 부산대 의학전문대학원 또한 딸 조씨가 받은 장학금은 뇌물이라는 검찰의 수사 결과가 나왔지만 별다른 조치를 취하지 않고 있다.
만일 조 전 장관이 현 정부의 실세가 아니었어도 이런 일이 생겼을까. 1년 전 제 때 등록금을 못 내 입학 취소된 학생과 그 부모가 이런 현실을 보면 뭐라고 할까. 대학이 정권의 눈치를 보며 아무 것도 안 하는 사이 학생들의 미래는 점점 어두워진다. 신뢰와 존경을 잃은 상아탑은 더 이상 지성의 전당이라고 부를 수 없다.
정부도 권력으로 대학을 마음대로 휘두르려는 태도를 버려야 한다. 구속된 정 교수의 표창장 위조 사실을 폭로한 동양대 최성해 전 총장은 결국 옷을 벗었다. 교육부는 최 전 총장의 폭로 뒤 이례적으로 대대적인 감사에 들어갔다. 동양대는 쑥대밭이 됐다. 교육계의 많은 사람들이 정 교수의 비리 폭로에 대한 보복성 감사였다고 생각한다.
이런 상황에서 대학의 정권 눈치보기는 더 심해질 수밖에 없다. 가뜩이나 몸을 사리고 있는 대학에 재갈을 물리는 것과 다르지 않다. 각종 재정지원 사업을 빌미로 대학을 통제하는 것도 모자라 권력자의 입맛에 맞지 않는다며 직접 좌지우지 하려는 행태는 자유민주주의 사회에서 있을 수 없는 일이다.
그 동안 대한민국의 교육은 일제강점과 한국전쟁 후 무너진 나라를 일으켜 세운 일등 공신이었다. 민주화의 꽃을 피우고 경제성장의 싹을 틔운 것도 교육이 밑바탕 됐다. 그런데 지금은 어떤가. 이대로 한국의 미래를 맡겨도 좋은가. 대학에서 자유와 정의가 사라졌다. 정부와 대학은 스스로 부끄럽지 않은지 자문해 보라.
