Immigration Bureau Turns on the Charm

Immigration officers in Korea long were notorious for their surly attitude, and going down to the Immigration Bureau was often a nightmare. But in 1996 the Ministry of Justice introduced the Great Kindness Plan, a new approach to running the bureau, and it seems to have succeeded. Staff at the bureau are smiling, friendly and very helpful. A change of attitude came with the introduction of a convenient official Web site as well. Page 8.
