&#91LETTERS TO THE EDITOR&#93Parents of handicapped get no help

I am a parent with a handicapped child. My family was pleased to hear the recent announcement about the Ministry of Health and Welfare's increasing subsidies for the handicapped children.

However their subsidy was limited to children attending facilities managed by the ministry. This was sad news for our family since my child was not attending a facility selected by the ministry.

It is very difficult for most handicapped children to get into a children's care center managed by the Health Ministry. Because of the antipathy of parents with healthy children, the parent of a handicapped child has to beg for admission.

The Ministry's decision on subsidies is another bureaucratic theory that ignores reality. What are they thinking? How are they trying to help?
