[LETTERS TO THE EDITOR]Motorbikes, no licenses

I live in Siheung, Gyeonggi province. Many foreign workers live in the vicinity because of two nearby industrial complexes.
I am seeing more and more unlicensed motorbikes on the streets here driven by foreign workers. I wonder if the riders know Korean traffic regulations, and I also wonder if they have insurance. They probably could not pay compensation if they caused an accident.
The government should crack down on unlicensed motorbikes and ensure that the law is being applied to them.
