[LETTERS TO THE EDITOR]An interesting offerSeoul has proposed a very generous offer to supply electricity to North Korea. But however generous this offer is, it is likely to be rejected. To accept it would leave the North relying directly on South Korea for a significant portion of its energy... They could not crawl back into their cave, and begin behaving badly, without the very real threat of the lights being turned out. If the offer is accepted, and implemented, it will be a massive and fundamental change in the North. It will be very interesting to see what happens.
