The editorial “ The dilemmas of democracy” (July 12) demonstrates why participatory democracy isn’t working under the Roh administration. It is true that the essence of democracy is guaranteeing citizens a voice in making decisions for the nation and voting for their leaders. However, the majority of ignorant citizens just don’t seem to have enough qualifications to pick the leaders who would make the lives of Koreans more stable.
The solution could be semi-direct democracy. The ignorant citizens could be educated and trained to make contributions to solving problems. However, core decisions would be made by the elite, who are trained formally to deal with these kinds of problems. Once there is a balance, the dilemma of a democratically elected administration making people’s lives harder would diminish.
