Yeosu grabs the prize: 2012 World Expo

Yeosu residents erupt in cheers and celebration after hearing that the city won the right to host the 2012 World Expo. The crowd waited all night outside City Hall for the decision, which was made in Paris at 5:50 a.m. Korean time. By Song Bong-geun

　Yeosu may not be well known outside of Korea but it is getting ready to have a world-class party. More than 2,000 people who gathered outside the Yeosu City Hall yesterday morning exploded into an ear-shattering roar when a giant television screen showed Wu Jianmin, the president of the Bureau of International Expositions, announcing that Yeosu would be the host city of 2012 World Expo.

　여수는 한국의 외부에는 잘 알려져 있지 않겠지만 세계인의 축제를 개최할 준비를 하고 있다. 대형TV 화면에서 세계박람회기구 의장 우 지안민이 여수를 2012년 세계박람회 개최 도시로 발표하자 어제 아침 여수시청 앞에 모였던 2천 여명의 시민들은 기쁨의 환호성을 질렀다.

Fireworks burst in the sky above the crowd while confetti rained down and people sang, danced and hugged each other. "I've been sitting here with my friends since 8 p.m. last night," Chung Soo-yeon, a kindergarten teacher in Yeosu, said after the result was announced at 5:50 a.m. She was hugging friends while some older people nearby burst into tears and sang along with the national anthem being played from a stage in front of City Hall.

　군중 위로 불꽃이 터졌고 색종이들이 날렸고 사람들은 노래하고 춤추고 서로 껴안았다. 아침 5시50분에 결과가 발표된 뒤 여수의 유치원 교사인 정수연씨는 "나는 어젯밤 8시부터 친구들과 여기에 앉아서 기다렸다" 고 말했다. 그녀는 친구들과 껴안고 있었고 연세가 많은 다른 사람들은 눈물을 흘렸고 시청 앞 무대에서 연주되는 국가를 따라 불렀다.

　Yeosu, a port city of 300,000 people on the southwestern tip of the Korean Peninsula, failed in its bid to host the 2010 World Expo, but it continued pushing. In the meeting held in Paris, the exposition body gave the 2012 World Expo to Yeosu with 77 votes in the second round. Runner-up Tangiers of Morocco got 63 votes.

　한반도 남서쪽 끝자락에 위치한 인구 30만명의 항구도시 여수는 2010년 세계박람회(엑스포) 유치에 실패했었다. 그러나 계속 도전했다. 파리에서 열린 총회에서 세계박람회기구는 2차 투표에서 77표를 얻은 여수를 2012년 세계박람회 개최 도시로 선정했다. 2차 투표에서 탈락한 모로코의 탕헤르는 63표를 얻었다.

In order to win the bid, a city needs a two-thirds majority, and if none garners that percentage, there will be a runoff. In the first round Yeosu had 64 votes to 59 for Tangiers. Warclaw, Poland had 13 votes.

　개최 도시로 선정되려면 3분의 2 이상 득표해야 한다. 만약 어느 도시도 그렇게 득표하지 못하면 결승 투표를 한다. 1차 투표에선 여수가 64표, 탕헤르 59표, 폴란드 브로츠와프가 13표를 얻었다.

"We were fully confident and anticipated a victory," Prime Minister Han Duck-soo said in a televised press conference after the announcement. "Our strategy to address the universal issues of ocean, climate change and environmental problems received a tremendous response."

　개최 도시 발표 후에 가진 기자회견에서 한덕수 국무총리는 "우리는 충분히 자신 있었고 승리를 기대했다."고 말했다. "바다, 기후변화, 환경문제 등 보편적 주제를 내세운 우리의 전략에 큰 호응이 있었다."

The Korean government, after a bitter defeat earlier this year to host the 2014 Winter Olympics in Pyeongchang, made a full-on assault to convince the 140 BIE countries to vote for Yeosu. Lin Byung-taik, Korea's ambassador to the Dominican Republic, visited five Caribbean countries repeatedly to lobby for votes. Government officials made it a point to greet Bureau representatives at the airport whenever they passed through Korea, even if they were just changing planes.

　올해 평창이 2014년 동계올림픽 유치에 아쉽게 실패한 뒤 한국정부는 여수에게 투표하도록 전력을 기울여서 140개 세계박람회기구 회원국들을 설득했다. 인병택 도미니크 공화국 대사는 지지를 호소하기 위해 카리브해 연안 5개국을 여러 차례 방문했다. 정부 공무원들은 세계박람회기구 대표들이 그냥 비행기를 갈아 탈 때조차도 한국을 통과할 때마다 공항에 가서 그들에게 인사했다.

　"Morocco mistakenly assumed that all African countries would vote for Tangiers," the Foreign Ministry said in a statement. "But many African countries showed little camaraderie with Morocco and expressed more interest in us given the prospect of economic cooperation and our financial support so far."

외교부는 성명서에서 "모로코는 모든 아프리카 국가들이 탕헤르에게 투표할 것이라고 잘못 생각했다. 많은 아프리카 국가들이 모로코와의 동지애를 별로 보여주지 않았고 한국과의 경제협력과 금융지원에 대한 기대 때문에 우리에게 더 많은 관심을 표명했다"고 밝혔다.
