[Letter to the editor]Two birds, one stone

Last night, while waiting for a friend at a busy intersection in Busan, I found nearly 2.3 million won ($2,433) in 10 minutes. The source? I applied a 50,000 won fine for every traffic violation I witnessed.
Running red lights, double parking, speeding through crosswalks, failing to signal when changing lanes and a host of other violations quickly added up to a whopping sum.
This was one intersection in one city. Imagine how long it would take if the police actually enforced penalties for traffic violations across the country. Government coffers would be overflowing. Projects like the restoration of Namdaemun could be financed by citizens breaking the law.
