North Korea surrenders plutonium documents

North Korea has turned about 18,000 pages of records on its nuclear activities over to Washington, making an aggressive move towards dismantling its program and paving the way for future verification of its denuclearization.

South Korean officials said the latest breakthrough will allow the six-party talks on the North's program to be held in June, breaking a seven-month deadlock. U.S. State Department spokesman Sean McCormack said yesterday that Sung Kim, the department's director of Korean affairs, will bring a "significant number of documents related to North Korea's plutonium program," after his three-day visit to Pyongyang this week.

Kim, who accompanied Deputy U.S. Secretary of State John Negroponte to Seoul on Wednesday, crossed the heavily fortified border between the two Koreas on Thursday for a three-day visit to Pyongyang.

It was Kim's second visit to Pyongyang in a month. He is expected to return to Seoul today. "I know that he is going to bring with him a significant number of documents related to North Korea's plutonium program. And we will have an opportunity over the coming days and weeks to assess the significance of these documents," McCormack said according to the transcript of the press briefing posted on the State Department's Web site. "With respect to the documents and how they may play in the declaration process, our top three priorities are going to be verification, verification and verification," he added.

McCormack refused to say how many documents Pyongyang had released, but a senior Seoul government official estimated the number was between 18,000 to 19,000 pages.
"These are highly important documents that North Korea has never before released," said the official who, asked for anonymity. He also said the North's latest move gave him optimism that the talks can produce favorable results.
