Seoul challenges Japan’s claim for the Dokdo Islets

Korean President Lee Myung-bak's plan to set aside thorny issues of Seoul's history with Japan may be unraveling following Japan's renewed territorial claim over the disputed islets of Dokdo, called Takeshima in Japan, and the Korean government's stronger-than-usual response.

또 다시 일본이 독도 영유권을 주장했고 이에 대해 한국정부가 평소보다 강하게 대응하면서 이 사태의 전개방향에 따라 까다로운 한일 역사문제를 제쳐놓으려는 이명박 대통령의 계획도 영향을 받을 것으로 보인다. 일본은 독도를 다케시마라고 부른다.
A day after Japanese media reported that the Japanese government may state in its new textbook for middle school students that Dokdo is Japanese territory, Lee said Seoul would "sternly respond" if the report turns out to be true.
일본정부가 중학생용 새 교과서에 독도를 일본 영토로 명시하도록 할 것이라고 일본 언론이 보도한 지 하루 만에 이 대통령은 한국정부는 만약 그 보도가 사실이면 엄중하게 대응할 것이라고 말했다.
Korea's Foreign Minister Yu Myung-hwan yesterday summoned the Japanese Ambassador to Korea, Toshinori Shigeie, to verify whether the latest report by the Japanese media is correct and to express the Korean government 's displeasure.
유명환 외교통상부 장관은 어제 시게이에 도시노리 주한 일본대사를 불러 일본 언론의 독도관련 보도내용의 진상확인을 요청했고 한국 정부의 불편한 심기를 전달했다.

"우리의 고유 영토인 독도에 대한 영유권을 훼손하려는 부당한 기도로 간주한다는 내용의 우리 입장을 엄중하게 주한 일본 대사에게 전달했다. 만약 보도내용이 사실이면 일본이 시정해야 할 것이라고 말했다."고 유명환 장관이 어제 기자회견에서 밝혔다. "이는 양국의 미래지향적 관계를 향해 나아가려는 우리의 노력을 어렵게 만들 것이라고 말했다."
During the meeting, Ambassador Shigeie said the Japanese government has made no decisions on the newly revised textbook guidelines, according to Foreign Ministry spokesman Moon Tae-young.
문태영 외교통상부 대변인에 따르면, 시게이에 대사는 유 장관에게 새로 수정될 교과서 지침서에 대해 일본정부가 결정한 것이 아직 없다고 말했다.
According to news reports, Japan's Education Ministry will describe Dokdo as "Japanese territory" in its revised curriculum guidelines for social studies classes at middle schools. Previous curriculums did not mention the dispute over Dokdo.

언론보도에 따르면, 일본 문부과학성은 수정된 교과 지침서에 중학교용 사회교과서에 독도를 일본 영토로 표기토록 명시할 계획이다. 이전 교과 지침서에는 독도 분쟁을 언급하지 않았다.
And Yu, in a pointed remark that is highly unusual for the country's top diplomat, also conveyed Lee's message to Tokyo that Seoul will not tolerate Japan s territorial claim, a decades-long dispute between the two countries. "We believe it would be better for a high government official to convey the stern message of our people and for the government to avoid any more disputes," he said.

유 장관은 최고위 외교관으로서는 매우 이례적인 직설적 표현으로 한국은 일본의 독도 영유권 주장을 묵인하지 않을 것이라는 이 대통령의 메시지를 전달했다. 독도는 수십 년 동안 양국의 분쟁대상이었다. 그는 "고위 관리가 우리 국민의 엄중한 메시지를 전달하고 정부가 더 이상의 논쟁에 휘말리지 않는 것이 더 낫다고 믿는다."고 말했다.
But yesterday's quick response based on unconfirmed news reports raised questions about whether Lee, suffering from plunging approval ratings, was trying to get out in front of further political blowups. When Japan's Foreign Affairs Ministry earlier created a new section on its Web site to explain Japan's territorial right on Dokdo, Korea's Foreign Ministry merely sent an official complaint to the Japanese government.

그러나 확인되지 않은 언론보도를 바탕으로 어제 서둘러 대응한 것은 지지도 추락에 시달리는 이 대통령이 이 문제로 정치적 어려움에 추가로 직면하지 않으려는 노력이 아니냐는 해석을 낳고 있다. 예전에 일본 외무성이 웹사이트에 일본의 독도 영유권 주장을 담은 부분을 신설했을 때 한국 외교부는 단지 일본 정부에 공식 항의만 했었다.
