North Korea levels nuke tower

North Korea destroyed its cooling tower at its Yongbyon reactor site yesterday afternoon, a gesture that may be more than just symbolic, though doubts remain. By some accounts, the North would need a year to rebuild the tower if it reverses course on its nuclear program.

North Korea blew up the 20-meter (65-foot) high cooling tower after U.S. President George W. Bush announced plans to take Pyongyang off the list of the state sponsors of terrorism and lift some restrictions under the Trading with the Enemy Act. The U.S. action came after Pyongyang made a disclosure of its nuclear program.

조지 부시 미국 대통령이 북한을 테러지원국 명단에서 삭제하고 적성국교역법에 따른 일부 경제제재 조치들을 해제하겠다는 계획을 발표한 뒤 북한은 20미터 (65피트) 높이의 냉각탑을 폭파했다. 미국의 조치는 북한이 핵개발 프로그램을 신고한 뒤 나왔다.
Negotiations with the North are typically fraught with danger, with zigzagging diplomacy more the rule than the exception. However, some officials in the U.S. and elsewhere seem cautiously optimistic that progress may have been made. Others are not so sure.

And as if to underscore the turbulent and unforeseeable nature of the reclusive North, the scheduled live broadcast of the destruction was suddenly canceled due to technical difficulties at the area and Pyongyang’s reluctance to have their major nuclear facility shown to the world through live broadcast.

마치 폐쇄적인 북한의 거칠고 예측불가능한 특성을 강조하기라도 하듯 사전에 계획된 폭파 장면의 TV 생중계는 현장에서 발생한 기술적 문제와 생중계로 전세계에 주요 핵시설을 보여주는 것을 꺼리는 평양의 거부 때문에 갑자기 취소됐다.
Pyongyang earlier this month invited television crews of five media outlets including CNN from the United States, TBS from Japan and MBC from South Korea to record the event. According to MBC, North Korea destroyed the tower, designed to cool heat from a nuclear reactor, around 4 p.m. yesterday.
평양은 이 폭파장면을 녹화하도록 미국의 CNN, 일본의 TBS, 한국의 MBC를 포함한 5개 방송사를 이 행사에 초대했다. MBC에 따르면 북한은 어제 오후 4시쯤 원자로에서 발생하는 열을 식히기 위해 만든 탑을 폭파했다.
Sung Kim, the U.S. State Department’s director of the office of Korean affairs, visited Pyongyang to witness the event. No South Korean officials were invited. Explosion of the tower has limited practical impact as most of the reactor’s features have already been removed and the tower has been left nearly unused.
성 킴 미국무부 한국과장은 이 행사를 참관하려고 평양을 방문했다. 남한 관료는 아무도 초대받지 못했다. 원자로의 주요 시설물들의 대부분이 이미 제거되었고 냉각탑은 거의 사용되지 않고 있었기 때문에 냉각탑 폭파의 영향은 실제로는 매우 제한적이다.
