A sick state
We keep getting reports/ that Kim Jong-il, North Korea’s leader, is seriously ill.① 우리는 (②) 보도를 계속 접하고 있다./ ② 북한의 지도자 김정일 국방위원장이 심각할 정도로 건강에 이상이 있다는
According to these reports,/ Kim might have suffered a stroke weeks ago/ and foreign doctors have been summoned.
이러한 보도에 따르면,/ 김 위원장은 수주 전에 뇌졸중을 겪었을 것이라는 것과/ 외국의 의사들이 급거 북한에 들어갔다는 것이다.
Other observers have heard similar stories/ about the possible illnesses afflicting Kim,/ and this is not something new.
① 다른 관측통들도 (②) 유사한 이야기를 들어 왔으며/ ② 김 위원장을 괴롭히고 있는 가능할 수 있는 질병에 대해/ ③ 이것은 새로운 것은 아니다.
There have been rumors in the past about Kim’s failing health/ only for Kim to emerge on official visits to the military, for instance,/ quelling talk that he is nearing the end.
김 위원장의 건강악화설에 관한 소문은 과거도 있었으나/ 김 위원장이 예를 들어 군부대를 공식 방문차 나타나면/ 그가 끝나가고 있다는 말을 잠재우는(말이 유야무야되는) 식이었다.
There is a possibility/ that this recent breaking story is just another rumor,/ but we should no longer expect business as usual in the North.
② 가능성이 있지만/ ① 이번에 나온 최근 뉴스도 또 다른 하나의 설(說)일/ ③ 우리는 북한에 평소 때와 같은 일이기를 더 이상 기대해선 안 된다.
The country is facing severe external and internal conflicts/ and even North Korea’s media has admitted/ that the country is facing a situation so urgent/ that “other countries would find it very difficult to withstand.”

Regardless of Kim’s health,/ the South Korean government should prepare itself for a sudden change/ in the situation north of the 38th parallel.

But this doesn’t seem to be the case, unfortunately.

The South Korean government’s preparation should go beyond mere prediction.

It should make sure that it is in a position to function/ right after any possible emergency breaks out.

남한의 경제규모가 북한의 그것보다 약 30배 이상 크므로,/ 북한의 급변사태는 남한의 경제에 심각할 정도로 피해를 미칠 수 있다.
The South Korean government should explain the possible impact of an emergency in North Korea/ and let people know what they can do to prepare themselves and their families.
남한 정부는 북한에서의 가능할 수 있는 비상사태의 영향을 (국민에게) 설명해 주어야 하며/ 국민들로 하여금 그들 자신과 그들의 가족들을 대비시켜 나갈 수 있게 하기 위해 그들의 할 수 있는 알려 주어야 한다.
The issue concerns/ not only the government/ but also the survival of the entire Korean Peninsula.
