Former president’s brother arrested in Sejong bribe case

Prosecutors arrested Roh Geon-pyeong, 66, the brother of former President Roh Moo-hyun, yesterday evening after the Seoul Central District Court issued a warrant. Prosecutors are investigating Roh’s alleged illegal lobbying for the sale of Sejong Securities to Nonghyup.

검찰은 어제 서울중앙지법의 영장을 발부 받아 노무현 전 대통령의 형 건평(66)씨를 구속했다. 검찰은 세종증권이 농협에 인수되도록 불법로비를 한 혐의로 노건평씨를 수사하고 있다.
“Considering the evidence provided by prosecutors and from the questioning, there are enough reasons to suspect the accused committed the crime,” said Kim Yong-sang, a Seoul Central District Court judge who reviewed the warrant request. “We concluded that there are concerns over Roh escaping or destruction of evidence, taking into account the importance of the case.”

서울중앙지법 영장실질심사 전담 김용상 판사는 “검찰이 제출한 증거자료와 심문내용을 고려한 결과, 피고인이 이 사건의 범죄를 저질렀다고 의심할 만한 상당한 이유가 있다. 사건의 중대성을 고려하고, 피고인이 증거를 인멸하거나 도주할 우려가 있다고 판단했다”고 말했다.
Judge Kim questioned Roh Geon-pyeong for one hour in the morning to review whether a warrant should be issued. Leaving the court after the questioning, Roh said, “I explained my innocence to the court.”
김용상 판사는 구속영장 발부여부를 결정하기 위해 이날 오전 1시간 동안 노건평씨를 심문했다. 영장실질심사를 마치고 법원을 떠나면서, 노건평씨는 “법원에 나의 결백을 설명했다”고 말했다.
Roh Geon-pyeong allegedly received a bribe for brokering the 2006 sale of Sejong Securities to Nong-hyup. According to prosecutors, Roh allegedly received all or part of 3 billion won ($2 million) through Jeong Hwa-sam and his brother Gwang-yong from Hong Ki-ok, chief executive officer of Sejong Capital and at the time a major shareholder of Sejong Securities.
노건평씨는 2006년 농협이 세종증권을 사들이도록 알선한 대가로 뇌물을 받은 혐의를 받고 있다. 검찰에 따르면, 노씨는 당시 세종증권의 대주주이고 세종캐피탈의 대표인 홍기옥씨가 정화삼, 정광용 형제를 통해 건넨 30억원의 일부 또는 전부를 받았다.
According to the warrant, Jeong Gwang-yong introduced Hong to Roh Geon-pyeong in Gimhae in February 2005. In May or June 2005, Jeong Hwa-sam, a high school friend of former President Roh, asked Roh Geon-pyeong to lobby Chung Dae-kun, Nonghyup chairman at the time, for the sale of Sejong. Later, Roh Geon-pyeong met Chung in a hotel in central Seoul and asked Chung to acquire Sejong Securities.
구속영장에 따르면, 정광용씨가 2005년 2월 김해에서 홍기옥씨를 노건평씨에게 소개했다. 2005년 5, 6월 무렵 노무현 전 대통령의 고교 친구인 정화삼씨가 노건평씨에게 세종증권 매각을 위해 당시 농협 회장인 정대근씨에게 로비를 해달라고 부탁했다. 나중에 노건평씨는 서울의 한 호텔에서 정씨를 만나 세종증권을 인수하라고 요청했다.
As a result, on Jan. 28, 2006, Nonghyup signed a deal to purchase 47.2 percent of outstanding shares of Sejong Securities from Sejong Capital for about 110.3 billion won. On Feb. 27, 2006, Roh Geon-pyeong received 3 billion won in the form of a bankbook.

그 결과로 2006년 1월28일 세종캐피탈이 보유한 세종증권의 지분 47.2%를 농협이 약 1천1백3억원에 매입하는 계약을 체결했다. 2006년 2월27일 노건평씨는 예금통장 형태로 30억원을 받았다.
