Pyongyang stops Kaesong tourism

Pyongyang said yesterday that beginning in December it will stop all tourism programs for South Koreans to visit the city of Kaesong in North Korea, shut down the inter-Korean economic cooperation office at the Kaesong Industrial Complex, kick out half of South Korean government officials working there and ban South Korean civic group members and entrepreneurs from crossing inter-Korean borders.

북한은 어제 남한의 개성관광 사업을 12월부터 모두 중단시키고, 개성공단 남북경협사무소를 폐쇄하고, 개성공단에서 근무하는 남한 정부관계자를 절반으로 줄이고, 남한 시민단체 관계자들과 남한 기업인들의 군사분계선 육로통행을 금지시킨다고 밝혔다.
If enforced, the moves will deal a massive blow to South Korean companies operating factories in the complex and to Hyundai Asan, which operates the tourism program in North Korea for South Koreans.

만약 북한이 이 조치들을 강행하면, 개성공단에서 공장을 운영하는 남한 기업들과 북한 관광사업을 운영하고 있는 현대아산은 큰 타격을 입게 된다.
Seoul expressed “serious regret” over yesterday’s notification but pledged to “respond calmly,” until the two Koreas are prepared to have discussions. Seoul also said it would soon send steel to Pyongyang in exchange for progress in the six-party talks to denuclearize the North. The South had postponed the shipment of 3,000 tons of steel, citing delays in implementing the deal.

남한정부는 어제 북한의 통보에 대해 심각한 유감을 표명했으나 남북한 당국이 대화할 준비가 될 때까지 차분하게 대응하겠다고 밝혔다. 남한정부는 또 북한을 비핵화시키는 6자회담의 진전에 대한 대응조치로 북한에 철강을 곧 보낼 것이라고 말했다. 남한은 6자회담 합의사항 이행 지연을 이유로 철강 3천톤의 수송을 연기했었다.
The North Korean government yesterday notified South Korea’s Kaesong Industrial Complex management board, South Korean companies operating in the complex, Hyundai Asan, the Defense Ministry and the Korea Trade-Investment Promotion Agency of its decisions.

북한정부는 어제 남한의 개성공단운영위원회, 개성공단 입주 남한기업체들, 현대아산, 국방부, 대한무역투자진흥공사에 북한정부의 결정을 통보했다.
The North yesterday summoned some 100 South Koreans, including the head of the Kaesong management board and chiefs of the South Korean companies, to Kaesong and handed them the notification.

북한은 어제 남한의 개성공단운영위원회 위원장과 개성공단 입주업체 대표들 등 100여명을 개성으로 불러들여 통지문을 전달했다.
Currently about 1,500 South Koreans are residing in the complex to supervise operations there. Passage through the inter-Korean military border will also face “strict limits.” The North said it would allow only those in charge of “essential operations” to remain in the complex.
현재 약 1천5백여명의 남한 사람들이 개성공단에 거주하면서 공장운영을 감독하고 있다. 남북 군사분계선을 통한 통행도 엄격하게 통제된다. 북한은 공장운영의 핵심관계자들만 개성공단에 남도록 허용할 것이라고 말했다.
