뉴딜의 ‘머리’라면 단연 최측근 참모였던 해리 홉킨스 특별보좌관이다. 뉴딜의 기획자인 그는 당시 실업자의 90%를 구제하는 밑그림을 그렸다. 깔끔한 일 처리에다 두터운 신임으로 제2차 세계대전 설거지까지 도맡았다. 사실상 권력 서열 2위였다. 그러나 홉킨스는 골수 사회주의자였다. 직접 스탈린과 접촉할 정도였다. 그의 사후 KGB 비밀문서가 공개되면서 소련의 첩자라는 의혹이 불거졌다.
