Assembly negotiations fall through

After marathon negotiations between warring lawmakers broke down last night, National Assembly Speaker Kim Hyung-o ordered the forcible removal of dozens of opposition lawmakers occupying the main parliamentary chamber.

어젯밤 여야 협상이 최종 결렬된 후 김형오 국회의장은 국회 본회의장을 점거하고 있는 야당 의원들을 강제로 해산시키도록 지시했다.
The fourth round of negotiations among the Grand National Party, Democratic Party and a coalition of the Liberty Forward and Creative Korea parties began at 8 p.m., but lasted only 40 minutes. Negotiators failed to agree on how and when to vote on controversial bills, including media reform measures and the ratification of the Korea-U.S. free trade agreement.

한나라당, 민주당, 선진과 창조의 모임은 4차 협상을 오후 8시쯤 시작했으나 회담은 40분을 넘기지 못했다. 원내대표들은 미디어 관련법과 한미 FTA 비준 동의안 등 쟁점 법안 처리를 둘러싼 이견을 좁히지 못했다.
Immediately after the rupture, Kim announced that he will exercise his right as speaker to mobilize security guards to maintain order in the legislature. Tensions escalated quickly at the Assembly and scuffling broke out. Since Friday, the Democrats have locked themselves in the Assembly’s main chamber to block voting. They’ve also occupied conference rooms and Kim’s office for 13 days.

협상이 결렬된 직후 김 의장은 국회의장 권한으로 국회 질서유지권을 발동하겠다고 발표했다. 곧바로 국회에선 긴장감이 고조됐고 몸싸움이 벌어졌다. 지난 금요일부터 민주당 의원들이 법안 표결처리를 막기 위해 국회 본회의장 안에서 농성을 벌여왔다. 민주당원들은 상임위 회의실과 국회의장실도 13일째 점거했다.
With Kim’s order last night, about 65 security guards and 90 assistants at the legislature geared up to enter the main chamber. The entrances have been blocked by the Democrats from inside. The Democrats have conducted a drill everyday to stop the law enforcement authorities and Grand Nationals from entering the chamber, according to party sources. They planned to form a “human chain” around the speaker’s podium to block Kim from taking steps to open a voting session.

김 의장의 질서유지권 발동으로 국회 경비원 65명과 방호원 90명이 본회의장 진입에 대비했다. 출입문들은 민주당 의원들이 안에서 봉쇄했다. 민주당 의원들은 경찰과 한나라당원들이 본회의장으로 진입하는 것을 막아내는 훈련을 매일 해온 것으로 알려졌다. 민주당 의원들은 김 의장이 법안을 상정하지 못하도록 의장석 주위에 ‘인간띠’를 만들 계획을 세웠다.
It didn’t look promising from the start. “As long as the Blue House stays away from the negotiations, things will go smoothly,” Democratic leader Won Hye-young said when the talks began at 11 a.m. That appeared to get under the skin of Grand National Party floor leader Hong Joon-pyo, who shot back, “The obstacle is the Democrats’ violent occupation of the legislature.”

협상은 시작부터 타결 가망이 있어 보이지 않았다. 원혜영 민주당 원내대표는 오전 11시쯤 회담을 시작하면서, “청와대가 협상에 관여하지 않으면 일이 순조롭게 풀릴 것이다”고 말했다. 불쾌해진 홍준표 한나라당 원내대표는 “민주당이 국회를 폭력적으로 점거하고 있는 것이 장애물이다”고 쏘아붙였다.
