Lee unveils economic battle plan

In a televised New Year’s address to the nation, President Lee Myung-bak said his administration will be transformed into an “emergency economic government” that gives top priority to administrative reform and job creation.

이명박 대통령은 TV로 전국에 생중계된 신년 국정연설에서 국정쇄신과 일자리 창출에 총력을 기울이는 “비상경제정부” 체제로 정부를 운영하겠다고 밝혔다.
The Blue House said an emergency economic countermeasures task force will be created under Lee’s leadership. “The finance minister, governor of the Bank of Korea, a special presidential aide on the economy, the Blue House’s senior secretaries for national planning and economy as well as a couple of officials from the National Economic Advisory Council will be members,” said presidential spokesman Lee Dong-kwan.

청와대는 이 대통령이 의장을 맡는 비상경제대책회의가 만들어질 것이라고 밝혔다. 청와대 이동관 대변인은 “기획재정부 장관, 한국은행 총재, 대통령 경제특보, 청와대 경제ㆍ국정기획수석, 국민경제자문회의 위원 두세 명이 구성원으로 참여할 것”이라고 설명했다.
In his speech, Lee presented four major principles that will guide state affairs in 2009. “First, the government will do everything possible to ride out the economic crisis by setting the administration in an emergency economic rescue mode,” Lee said. “Second, the government will implement compassionate and well-planned programs to take care of ordinary citizens.”

신년연설에서 이 대통령은 2009년 국정운영의 4대 기본 방향을 제시했다. 이 대통령은 “첫째로, 정부는 비상경제정부 체제로 경제위기 극복에 매진할 것이다. 둘째로, 정부는 서민을 특별히 배려하는 민생정책을 실행할 것이다.”고 말했다.
The promise to continue ongoing reforms to make Korea a leading nation and Lee’s vision for low-carbon, green growth were the third and fourth principles. Lee said deregulation and reform of state-run businesses and the public education sector will be completed at all costs. He also vowed to root out corruption from Korean society.

지속적인 개혁 추진으로 한국을 선진국가로 만드는 것과 저탄소 녹색성장을 향한 미래준비가 각각 세 번째와 네 번째 국정운영 방향이다. 이 대통령은 규제개혁, 공기업 개혁, 공교육 개혁은 반드시 이뤄낼 것이라고 말했다. 그는 또 한국 사회에서 부패를 뿌리뽑겠다고 강조했다.
As his administration’s “Green New Deal” policy, Lee reaffirmed his controversial intention to refurbish the nation’s four major rivers. “It’s a multipurpose project that can prevent natural disasters, respond to climate change, preserve the environment, improve water quality and assure abundant water, in addition to promoting the tourism and leisure industries,” he said. “It is expected to create 280,000 new jobs. This kind of development produces more than twice as many jobs as manufacturing for the same amount of investment.”

이 대통령은 논란이 있는 4대강 정비사업을 ‘녹색 뉴딜’ 정책으로 다시 확인했다. 그는 “4대강 정비사업은 자연재해 예방, 기후변화에 대한 대응, 환경 보전, 수질개선, 수자원 확보, 관광레저 산업 진흥 등 다목적 효과를 갖는 사업”이라며 “28만개의 일자리를 만들어 낼 수 있어, 같은 돈을 투자했을 때 제조업보다 두 배 이상의 일자리를 창출할 수 있다”고 말했다.
