North Korea conducts second nuclear test

North Korea said yesterday it has conducted a successful second nuclear test to strengthen its “nuclear deterrent for self-defense.” The North’s first nuclear test was in October 2006. North Korea also fired three short-range missiles yesterday and, according to Russian news agency Itar-Tass, may carry out additional nuclear tests unless the United States ends its intimidation.

북한은 어제 “자위를 위한 핵억지력”을 강화하기 위해 2차 핵실험을 성공적으로 실시했다고 발표했다. 북한은 2006년 10월 1차 핵실험을 했었다. 북한은 또 어제 단거리 미사일 3기를 발사했고, 러시아 이타르타스 통신에 따르면 미국이 위협을 끝내지 않으면 추가 핵실험을 할 가능성이 있다.
이달 유엔 안보리 의장국인 러시아는 핵실험에 관해 논의하기 위해 한국시각으로 오늘 아침에 긴급회의를 열 것이라고 말했다. 북한은 국영 조선중앙통신을 통해 강력한 지하 핵실험에 성공했다는 성명을 발표했다.
“The current nuclear test was safely conducted on a new higher level in terms of its explosive power and the technology of its control,” the North Korean statement read, “and the results of the test helped satisfactorily settle the scientific and technological problems arising in further increasing the power of nuclear weapons and steadily developing nuclear technology.
북한은 성명을 통해 “폭발력과 통제기술 측면에서 훨씬 더 높은 수준에서 안전하게 핵실험을 했다. 이번 실험의 결과들은 핵무기의 성능을 더욱 증대시키고 핵기술을 꾸준히 개발하면서 발생하는 과학적 기술적 문제들을 만족스럽게 해결하는데 도움을 줬다.”고 말했다.
“The successful nuclear test is greatly inspiring the army and people of the DPRK [North Korea],” the statement continued. “The test will contribute to defending the sovereignty of the country and socialism and ensuring peace and security on the Korean Peninsula.”

성명은 이어서 “핵실험의 성공으로 조선민주주의 인민공화국[북한]의 군과 인민들은 크게 고무됐다. 이 핵실험은 이 나라의 주권과 사회주의를 지키고 한반도의 평화와 안보를 보장하는데 기여할 것이다.”고 말했다.
On April 29, North Korea threatened it would carry out a nuclear test unless the United Nations apologized for imposing sanctions following the North’s rocket launch on April 5. On April 26, Pyongyang said it had begun reprocessing spent fuel rods from its partially disabled nuclear facilities to develop weapons-grade plutonium.

북한은 4월29일, UN이 북한의 4월5일 로켓 발사에 대한 제재조치를 취한 것에 대해 사과하지 않으면 핵실험을 하겠다고 협박했었다. 북한은 핵무기를 제조할 수 있는 수준의 플루토늄을 생산하기 위해 부분적으로 불능화된 핵시설에서 폐연료봉을 재처리하기 시작했다고 4월26일에 발표했었다.
South Korea condemned the nuclear test as “a serious threat to peace on the Korean Peninsula, Northeast Asia and the rest of the world, and a grave challenge to nuclear nonproliferation efforts.”

남한은 북한의 핵실험을 “한반도, 동북아, 세계 평화에 심각한 위협이며 핵확산 금지 노력에 대한 중대한 도전”이라고 비난했다.
