New education plan could further sideline art, music and P.E.


Ahn Ji-eun, 18, is a stressed-out sophomore at an independent private boarding school in Hanam, Gyeonggi. Despite 16 months remaining before she takes the national college entrance exam, Ahn worries she needs more time. But she was relieved to hear news that schools across the country will have greater autonomy over their own syllabus when a new law takes effect next year.

경기도 하남시의 한 자립형 사립기숙학교 2학년인 안지은(18)양은 스트레스에 쌓여 있다. 대입 수능을 보기까지는 열여섯 달이 남았지만, 안양은 ‘시간이 더 많으면 좋겠다’고 걱정을 한다. 이런 안양은 ‘내년에 새 법이 발효되면, 전국 학교들이 교과시간표에 대해 현재보다 많은 자율권을 갖게 될 것’이라는 뉴스를 듣고 안도 했다.

“Unlike other high schools, my school is performance-oriented and my friends and I expect more gukyeongsu classes,” said Ahn late at night last week after she’d finished her studies for the day. Gukyeongsu refers to Korean literature, English and math, the three major subjects. Students have a better chance of getting into a more prestigious college if they do well in the big three.

“다른 고등학교랑 달리 저희 학교는 성적 중심이거든요. 그래서 저나 학교 친구들은 국영수 수업을 더 많이 받고 싶어해요.” 안양은 지난주 일과 공부를 마치고난 늦은 밤 이렇게 말했다. 국영수는 국어·영어·수학 등 주요 세 과목을 가리킨다. 이들 세 과목을 잘 하면, 명문대 진학 가능성이 커진다.

“I want more English classes because I need a higher English score when I apply for a liberal arts college,” Ahn added. Ahn says she used to have one art and one music class per week when she was a high school freshman. She now takes one physical education class per week. If she becomes a junior next year, she doesn’t need to take any of those three classes. But it’s a different story when it comes to gukyeongsu. Ahn takes five math and four Korean literature and English classes per week.

“저는 영어수업이 더 많으면 좋겠어요. 왜냐하면, 인문대학에 지원하려면 영어 점수가 좋아야 하거든요” 안양은 이같이 덧붙였다. 안양은 “1학년 때에는 일주일에 미술이 1 시간, 음악이 1 시간이었다”고 말했다. 그녀는 지금은 체육 수업을 주당 1 시간 받고 있다. 내년에 3학년이 되면, 이들 세 과목 수업을 전혀 듣지 않아도 된다. 하지만, 국영수는 이와 딴판이다. 안양은 주당 수학 5시간, 국어 4시간, 영어 4시간을 듣고 있다.

Art, music and physical education classes have been gradually losing ground to gukyeongsu since the education ministry changed the national curriculum plan in 1992. Total hours for P.E. classes remained the same: Students are required to take three slots per week. But music and art classes went from two hours to one hour per week, depending on choices that the school principal made.

미술·음악·체육 수업이 점차 국영수에 밀리면서 설 땅을 잃고 있다. 교육부가 1992년에 국가교육과정 계획을 바꾸면서다. 체육 수업 시간은 그대로 유지돼, 학생들은 체육 수업을 주당 3시간 받아야 한다. 하지만 음악과 미술 수업은, 일선 학교 교장의 결정에 따라 주당 2 시간에서 1 시간으로 줄었다.

In 2007, the education ministry also changed the way yecheneung (art, music and P.E.) teachers evaluate students. Under the new system which came into effect this year, students’ performance in yecheneung is assessed under three categories - excellent, average and poor. Other subjects have nine different rating levels, and each rating has quotas.

또한 교육부는 2007년에 예체능(미술·음악·체육) 교사들이 학생을 평가하는 방식을 바꿨다. 올해 실시된 새 제도에서는 학생들이 예체능 과목에서 ‘우수’ ‘평균’ ‘열등’ 이렇게 세 등급으로 평가를 받는다. 다른 과목은 평가가 9개 등급이며, 등급별 비율이 할당돼 있다.

“[The new system] is meant to make art, music and P.E. classes easier for students,” said the Ministry of Education, Science and Technology in 2007. And now the new plan for the curriculum, tentatively called the School Liberalization Plan, proposed by the education ministry on April 30, could sideline yecheneung classes further.

“(이 제도는) 미술·음악·체육 수업을 훨씬 쉽게 바꾸자는 취지입니다” 교육과학기술부는 2007년에 이렇게 발표했다. 가칭 ‘학교 자율화 방안’으로 불리는 새 교육과정 방안은, 교육부가 4월 30일에 발표했는데, 예체능 수업을 현재보다 더욱 위축시킬 것으로 보인다.
