수퍼 노트


화폐는 당대 인류의 인쇄술과 지혜가 총 집약된 산물이다. 화폐보안이 뚫리면 국가 경제와 사회 질서는 뿌리째 흔들리게 된다. 그러니 세계의 기축통화 노릇을 하는 미국 달러화는 오죽하겠는가. 100달러권 도안의 선 굵기는 0.01㎜ 단위다. 육안으로는 보이지 않는 특수 무늬와 선이 여기저기 감춰져 있다. 잉크는 우주선 창문에 사용하는 특수 소재를 쓴다. 이 같은 보안장치들을 비웃듯 감쪽같이 복제한 것이 ‘수퍼 노트’다.

수퍼 노트 문제가 불거진 2005년 노무현 정부는 미국의 주장을 100% 수용하지 않았다. 위조 달러를 명분으로 내세운 미국의 대북 압박과 제재를 달갑게 여기지 않았기 때문이다. 당시 미국 재무부 측의 브리핑을 받은 한국 외교관이 “북한이 위조했다는 확증을 제시해 달라”고 하자 미국 관리가 “어느 위조범이 위폐에다 ‘made in (north) Korea’라고 새기겠느냐”며 불쾌감을 표시했다고 한다.
