Summit meeting yields stipulation on ‘nuclear umbrella’
At their summit talks in the White House, South Korean President Lee Myung-bak and U.S. President Barack Obama agreed that they will break the past pattern of rewarding Pyongyang for bad behavior.
백악관에서 열린 정상회담에서 이명박 한국 대통령과 버락 오바마 미국 대통령은 북한의 잘못된 행동에 대해 보상을 하는 과거 방식을 탈피하기로 합의했다.
The two leaders also adopted a new vision for the Korea-U.S. alliance, stipulating the provision of “extended deterrence, including the U.S. nuclear umbrella,” as tensions escalated in Northeast Asia over North Korea’s nuclear activity.

북한의 핵개발로 동북아시아에 긴장이 고조된 가운데, 두 정상은 또 미국의 핵우산을 포함한 확장억지 조항을 명문화한 새로운 한미동맹 미래비전을 채택했다.
During their 50-minute summit at the Oval Office, Lee and Obama discussed North Korea, the future of the 60-year-old South Korea-U.S. alliance and economic cooperation, including the ratification of the two countries’ free trade agreement.

백악관 집무실에서 50여분 동안 진행된 정상회담에서 두 정상은 북한문제, 60년 지속된 한미동맹의 미래, 자유무역협정 비준을 포함한 경제협력 방안 등을 논의했다.
Following the summit, Lee and Obama, both wearing dark suits and sky blue ties, addressed journalists at the Rose Garden of the White House. Both Lee and Obama said there was a pattern in the past that North Korea was eventually rewarded with food, fuel, concessionary loans and other benefits for its belligerent behavior.

회담을 마친 뒤 검은색 정장에 하늘색 넥타이 차림을 한 두 정상은 백악관 로즈가든에서 기자회견을 가졌다. 두 정상은 과거에는 북한의 호전적 행동에 대해 결국에는 식량, 에너지, 특혜성 차관과 다른 혜택들로 보상을 해주는 유형이 있었다고 말했다.
“The message we’re sending - and when I say ‘we,’ not simply the United States and the Republic of Korea, but I think the international community - is we are going to break that pattern,” Obama said. “We are more than willing to engage in negotiations to get North Korea on a path of peaceful coexistence with its neighbors, and we want to encourage their prosperity. But belligerent, provocative behavior that threatens neighbors will be met with significant, serious enforcement of sanctions that are in place.”

오바마 대통령은 “우리가 보내는 메시지는 이것입니다. 제가 우리라고 한 것은 단순히 미국과 한국을 지칭하는 것이 아니라 국제사회를 지칭하는 것입니다. 우리는 과거 방식을 탈피할 것입니다.”고 말했다. “우리는 북한이 이웃국가들과 평화롭게 공존하는 길로 들어서도록 협상할 용의가 충분히 있습니다. 그리고 우리는 그들의 번영을 응원하고 싶습니다. 그러나 이웃국가들을 위협하는 호전적이고 도발적인 행위는 현존하는 제재의 중대하고 엄격한 시행에 직면할 것입니다.”
Obama also said North Korea will never be acknowledged as a nuclear power for its past behavior, including proliferation of arms. “They have not shown any restraint in terms of exporting weapons, not only to state actors but to non-state actors,” he said.

오바마 대통령은 무기확산을 포함한 과거 행위 때문에 북한을 결코 핵무기 보유국으로 인정하지 않을 것이라고 말했다. 그는 “그들은 국가 행위자 뿐만 아니라 비국가 행위자에게도 무기를 수출 할 때 어떠한 자제력도 보여주지 않았다.”고 말했다.
