Assembly fails to agree on non-regular workers’ bill


On the final day of the two-year grace period, the ruling and opposition parties continued to spar over the fate of the non-regular workforce yesterday, but failed to strike a deal.

2년 유예기간의 마지막 날 여야는 비정규직 근로자의 운명을 두고 계속 설전을 벌였고 결국 합의안 도출에는 실패했다.

“The negotiations ended with no agreement,” said Grand National Rep. Cho Won-jin, who participated in the meeting with the Democratic Party’s Kim Jae-yun and the Liberty Forward Party’s Kwon Sun-taik. The three lawmakers’ talks broke down after just 10 minutes.

민주당 김재윤 의원, 선진당 권선택 의원과 협상을 벌인 한나라당 조원진 의원은 “합의안을 도출하지 못하고 협상이 끝났다”고 말했다. 세 의원들이 논의를 시작한지 10분만에 협상은 결렬됐다.

The ruling and opposition parties left room for further negotiations later in the evening, but prospects appeared bleak at press time as the GNP and DP looked no closer to reaching a compromise.

여야는 저녁 늦게 추가 협상의 여지를 남겨뒀으나 한나라당과 민주당이 타협할 만큼 입장차이를 좁히지 않아서 이 기사 마감시간까지는 합의도출은 거의 희박해 보였다.

Starting today, about 700,000 non-regular workers who have worked in their posts for more than two years may be offered regular contracts, or they might be sacked. Companies could be reluctant to upgrade workers’ contracts in the current economic climate.

현재 일자리에서 2년 이상 근무한 비정규직 근로자 70만 여명은 오늘부터 정규직으로 전환되거나 해고된다. 기업들은 현재의 경제상황에서 정규직 전환을 꺼릴 것으로 보인다.

The Grand National Party proposed revising the law governing non-regular workers in which small- and medium-sized companies will be given another two-year grace period for upgrading non-regular workers’ employment status, while the law will be enforced as scheduled on companies with more than 300 workers.
한나라당은 중소기업들에게는 정규직으로 전환해야 하는 규정의 시행을 2년 뒤로 미루고, 300인 이상 고용 기업들에게는 예정대로 법을 시행하도록 하는 개정안을 제안했다.

The Democratic Party insisted on a six-month grace period, while the Liberty Forward Party presented a compromise, proposing grace period extensions depending on the size of the businesses.

민주당은 유예기간을 6개월만 추가하는 안을 고집했고 선진당은 기업의 규모에 따라 유예기간을 다르게 하는 협상안을 제안했다.
The nation’s umbrella labor unions have already made it clear that they will not accept any discussion on a possible delay of the current law’s implementation, demanding the immediate upgrade of non-regular workers’ status.

양대 노총은 비정규직 근로자들을 즉시 정규직으로 전환하라고 요구하면서, 현행법의 시행을 추가로 유예하는 어떤 논의도 수용할 수 없다는 점을 이미 분명히 밝혔다.
