North said to have revalued currency

남한의 한 언론이 어제 북한이 17년 만에 화폐개혁을 단행했다고 보도했고, 서울에 주재한 한 서방 외교관이 이를 확인해줬다. 그러나 남한 정부와 정보 당국자들은 어젯밤까지 보도내용을 확인해주지 못했다.
The Daily NK, a Seoul-based online North Korean news outlet, said several sources in China and North Korea reported that the North Korean central bank revalued and replaced its national currency Monday. Xinhua News Agency in China also reported yesterday that North Korea has informed its overseas embassies that the old North Korean currency would no longer be used as of Nov. 30.

서울 소재 북한 전문 인터넷 매체인 데일리NK가 북한과 중국의 복수 소식통들을 인용해 북한 중앙은행이 옛날 돈을 재평가해서 새 돈으로 교체하는 화폐개혁을 월요일에 단행했다고 보도했다. 중국의 관영 신화통신도 북한이 중국의 외국 주재 대사관들에게 북한의 옛날 돈은 11월30일부로 더 이상 사용할 수 없다고 통보해왔다고 어제 보도했다.
Quoting a North Korean Foreign Ministry official, Xinhua’s report said the old bills would be exchanged for new ones between Nov. 30 and Dec. 6. According to the Daily NK, a source in Pyongyang told the outlet that the central bank began exchanging old bills for new ones at the exchange rate of 100 to 1. In other words, old 1,000 won bills were being exchanged for new 10 won bills.

신화통신은 북한 외교부 관리의 말을 인용해서 11월30일과 12월6일 사이에 옛날 돈을 새 돈으로 바꿔준다고 보도했다. 데일리NK에 따르면 평양의 한 소식통은 북한의 중앙은행이 100대 1의 교환비율로 옛날 돈과 새 돈을 교환해주기 시작했다고 말했다. 다시 말하면, 옛날 돈 1천원 지폐는 새 돈 10원 지폐와 교환되는 것이다.
In the North Korean currency, there are one, five, 10, 50, 100, 200, 500, 1,000 and 5,000 won bills, and coins for 10 and 50 won and 1 jeon, or a hundredth of a won. According to the Pyongyang-based source, the government’s decision was aimed at curbing inflation. The source noted that since the North last took economic reform measures on July 1, 2002, prices have soared.

북한 화폐에는 1원, 5원, 10원, 50원, 100원, 200원, 500원, 1,000원, 5,000원권 지폐와 10원, 50원, 1전(1/100원)짜리 동전이 있다. 평양의 한 소식통에 따르면 북한당국의 결정은 물가폭등을 억제하기 위한 것이다. 그 소식통은 북한이 2002년 7월1일에 마지막으로 경제개혁 조치를 한 이후 물가가 많이 올랐다고 말했다.
“Since Chosun [North Korean] money has lost its value, the authorities have undertaken this currency reform,” the source said. Another source in North Hamgyong Province said the news of the revaluation sent “huge shockwaves” throughout the North Korean public, and that North Koreans were busy trying to buy dollars or Chinese yuan.

그 소식통은 “북한 돈이 가치를 잃었기 때문에, 당국이 화폐개혁을 단행했다”고 말했다. 함경북도의 다른 소식통은 화폐개혁 소식이 북한 전역의 주민들에게 “엄청난 파장”을 주고 있고 북한 주민들은 달러나 중국 위안화를 사들이느라 바쁘다.
Then a Seoul-based foreign diplomat said he received a report from his country’s embassy in Pyongyang Monday that the currency revaluation was under way.
The source said: “We confirmed today that this was true.” The South Korean government, however, couldn’t confirm the move. At a press briefing in the morning, Unification Ministry spokesman Chun Hae-sung said the ministry and related agencies were still trying to verify the report.
그리고 서울 주재 한 외교관은 북한의 화폐개혁을 월요일에 평양에 있는 자국 대사관으로부터 보고받았다고 말했다.
그 소식통은 “우리는 오늘 이것이 사실이라는 것을 확인했다,”고 말했다. 그러나, 남한정부 당국은 북한의 이 조치를 확인할 수 없었다. 이날 오전 브리핑에서 천해성 통일부 대변인은 통일부와 유관기관들이 이 보도내용을 확인하고 있다고 말했다.
