Foreign film crews have become a more familiar sight around Korea in recent years, with an increasing number of production teams choosing to make their movies here. While the increase in foreign film production activity seems sudden, it is no coincidence.

최근 몇 년 새 외국 영화 스탭들이 한국 여기저기서 쉽게 눈에 띈다. 점점 더 많은 숫자의 제작팀이 이곳에서 영화를 찍기로 선택하면서다. 외국영화 제작이 갑자기 증가한 것처럼 보이지만 이는 우연의 일치가 아니다.

In the last two years, the film commissions in Seoul and Busan have launched incentives which they hope will help attract foreign filmmakers, such as financial subsidies, administrative assistance and first-class production facilities. And it’s working.

최근 2년 간 서울과 부산의 영상위원회는 유인책을 펴왔다. 금융 보조금, 행정적 지원, 그리고 1급 제작시설 같은 지원책이 외국 영화제작사들을 유치하는 데 도움이 될 것이라는 기대에서다. 그리고 유인책은 효력을 보고 있다.

The country is gaining recognition as an affordable location for film production, and many of the films shot here have gone on to box-office success, particularly in Asia.

한국이 영화제작을 위한 저렴한 촬영지로서 인정을 받고 있다. 한국에서 촬영된 영화 중 다수는, 특히 아시아에서 흥행에 성공해왔다.

Two of these films will be on screen at the 14th Pusan International Film Festival next month and several others are set for release later in the year. While the film industry has not yet built the infrastructure to support something as large as a feature-length Hollywood production, things are moving in that direction, which could cast Korea in a whole new light.

이들 영화 중 2편이 다음달 열리는 ‘제14회 부산국제영화제’에서 상영된다. 그리도 다른 작품 몇 점이 올해 하반기에 개봉될 계획이다. 한국 영화산업이 할리우드 장편영화 제작을 지원할 수 있는 기반은 아직 못 갖췄다. 그럼에도 그런 방향으로 바뀌고 있다는 점에서 한국이 새롭게 각광을 받을 가능성이 있다.

In a bid to have more foreign films shot here, the Seoul Film Commission, under the Seoul Metropolitan Government, began a new policy in 2007 of reimbursing foreign films or joint productions involving Korean partners 25 percent of production costs incurred in Seoul, up to 100 million won ($80,515).

서울시 산하 서울영상위원회는, 보다 많은 외국영화가 한국에서 촬영될 수 있도록 하기 위한 시도로 2007년에 새로운 정책을 시작했다. 외국영화사나, 혹은 한국 파트너가 포함된 공동제작사에, 서울에서 발생한 제작비용의 25%(최대 1억원)를 되돌려주는 정책이다.

The commission also supports foreign film production teams by helping them with administrative procedures and location scouting. It also covers accommodations and airfare for those involved in productions planned for Seoul.

서울영상위원회는 또, 행정절차나 촬영지 물색에서도 외국영화 제작팀을 지원해준다. 서울에서 이루어질 제작과 관련된 숙박, 항공요금도 도와준다.

“We see the reimbursement as a form of place marketing, which we hope will draw more tourists to Seoul and Korea as well as give a boost to the Korean film industry,” Kim Mi-hye, head of the location team at the Seoul Film Commission, said. “Because the local film industry has been in a slump, it has become more important to bring more foreign film productions to the country.”

“우리는 촬영비 지원을, 장소마케팅의 한 가지 형태로 생각합니다. 한국 영화산업을 진작시킬 뿐 아니라, 보다 많은 관광객들을 서울과 한국으로 유치할 수 있기를 기대하는 것이죠” 서울영상위원회 로케이션팀의 김미혜 팀장의 말이다. “한국 영화산업이 침체에 빠져 있기 때문에 외국영화 제작사들을 한국으로 더 많이 유치하는 게 중요해졌습니다.”
