North envoy may soon visit U.S. for nuclear arms talks

If Kim Gye-gwan, who has been meeting his Chinese counterparts here this week, does fly to the United States, it could be a breakthrough in efforts to reopen the stalled six-party talks aimed at denuclearizing the North.
A diplomatic source here said Kim’s trip would be in response to the visit to Pyongyang last December by Stephen Bosworth, the special U.S. envoy for North Korea policy. After those bilateral talks, the two sides said they’d agreed on the need to return to the six-party setting and to continue to cooperate with each other to narrow their outstanding differences.
Another source said Kim appears to have informed Washington of his intention to travel during his Beijing stay but added, “It’s not clear whether the United States had accepted the proposal.”
South Korean nuclear officials said they couldn’t immediately confirm Kim’s traveling schedule. But they said earlier this week that they had been aware of Kim’s visit here “well ahead of time.”
North Korea, which has declared the six-party talks “dead,” has demanded that international sanctions on Pyongyang be lifted before they could resume and that a peace treaty must be negotiated to replace the armistice that ended the Korean War in 1953.
The United States has countered that discussions of issues other than denuclearization may only be held within the six-party framework and that it would not reward the North simply for returning to the table. The six-party talks were last held in December 2008.
North Korea has so far this year mixed conciliatory gestures with hostile action and words. But recent developments have raised hopes that the six-party talks would soon reconvene.
Kim’s trip to the Chinese capital came on the heels of the meeting in North Korea between the North’s leader Kim Jong-il and senior Chinese Communist Party official Wang Jiarui. During their encounter, Kim Jong-il is said to have reiterated the North’s commitment to denuclearization of the Korean Peninsula.
And Kim Gye-gwan finally broke the silence about his Chinese visit Thursday evening when he addressed reporters here on his way out of a dinner at the St. Regis Hotel.
When asked about the purpose of his visit, Kim said, “We exchanged opinions in depth on the issues between North Korea and China, on reaching a peace treaty and on the resumption of the six-party talks. Results of the meeting will be made known later.”

하지만 중국은 12일 이 같은 설을 포함해 김 부상과 중국 관리들이 협의한 내용을 미국과 한국·일본·러시아에 일절 알려주지 않았다. 외교 소식통은 “중국 측은 문의를 해오는 관련국들에 ‘기다려달라’는 말만 되풀이했다”며 “춘절(春節·설) 연휴가 끝나는 다음 주 초반에야 사실 관계를 파악할 수 있을 것”이라고 전했다.
