North’s nuclear negotiator takes a trip to Beijing

In a move thought to be related to the possible reopening of the six-party denuclearization talks, Kim Gye-gwan, North Korea’s chief nuclear negotiator, arrived in Beijing yesterday. Kim’s trip came a day after the North Korean leader Kim Jong-il met senior Chinese Communist Party official Wang Jiarui in Hamhung and reaffirmed his commitment to denuclearization.

북한 6자회담 수석 대표 김계관이 어제 베이징에 도착했다. 이 움직임은 6자회담 비핵화 논의 재개와 관련 있는 것으로 보인다. 김계관의 중국 방문은 북한의 김정일이 함흥에서 중국 공산당 간부 왕자루이를 만나 비핵화 의지를 재확인 한지 하루 만에 이루어졌다.
Kim Gye-gwan flew to Beijing in the same plane as Wang, who spent four days in the North. Kim was accompanied by Ri Gun, the deputy nuclear negotiator for North Korea. Kim’s itinerary wasn’t immediately available, nor was it clear whether he was carrying any message from Kim Jong-il.

A high-ranking South Korean nuclear official said he had known “well ahead of time” that Kim Gye-gwan would go to Beijing, but said he didn’t know much beyond that. South Korean officials had mixed views on Kim’s trip. The nuclear official said he didn’t think efforts to revive the six-party talks had gained much traction.

남한의 북핵 관련 고위 당국자는 김계관의 중국 방문 사실을 오래 전부터 알고 있었다고 말했지만 그 외에는 아는 바가 없다고 덧붙였다. 남측 관계자들은 김계관의 방중에 대해 엇갈린 반응을 보였다. 이 북핵 관련 당국자는 6자회담 재개 노력에 힘이 많이 실린 것 같지는 않다고 말했다.
“It’s premature at this point to assume any positive development has been made in regards to the resumption of the six-party talks,” he said. “The other parties involved [South Korea, the United States, Russia, Japan and China] must continue to pressure North Korea while keeping international sanctions in place.”

In contrast, another diplomatic source thought Kim’s trip and other diplomatic efforts were “a step in the right direction.” While he refused to predict when the six-party talks might resume, the source said, “At least these moves have generated a positive atmosphere.” He was referring to the meeting between Kim Jong-il and Wang.

Around 1 a.m. yesterday, the North’s Korean Central News Agency reported that Wang, the head of the International Liaison Department of China’s Communist Party, delivered “a verbal personal message” from Chinese President Hu Jintao to Kim and that Wang and Kim had “a cordial and friendly conversation.” The report didn’t describe the content of the message but added that Kim “expressed thanks for this and asked Wang Jiarui to convey his regards to Hu Jintao.”

어제 새벽 1시경 북한의 조선중앙통신은 중국 공산당 대외연락부장인 왕자루이가 중국 후진타오 주석의 “구두 친서”를 김정일에게 전달했다고 보도하며 왕자루이와 김정일이 “우호적인 담화”를 나눴다고 덧붙였다. 이 방송은 이 친서의 내용에 대해선 언급하지 않았지만 김정일이 감사의 뜻을 표시하고 왕자루이에게 후진타오 주석에게 안부를 전해달라는 부탁을 했다고 보도했다.
Hours later, China’s Xinhua News Agency reported in an English-language article that Kim reiterated to Wang the North’s “persistent stance to realize the denuclearization of the Korean Peninsula.” Xinhua said Kim stressed it was important for other nations in the six-party setting to be sincere and serious about resuming the talks. Xinhua said Wang delivered a letter from Hu in which the Chinese President wrote China was prepared to “make joint efforts with [North Korea] to maintain peace and stability on the Korean Peninsula.”

몇 시간 후 중국의 신화통신은 영어로 쓰여진 기사에서 김정일이 왕자루이와의 면담 때 “한반도 비핵화를 실현하려는 북한의 지속된 의지”를 거듭 밝혔다고 전했다. 신화통신은 또 김정일이 6자회담을 재개하려는 관련 당사국들의 진정성이 중요하다고 강조했다고 보도했다. 신화통신에 따르면 왕자루이가 전한 친서에서 후진타오 주석은 중국은 한반도 평화와 안정을 유지하기 위해 북한과 공동으로 노력할 준비가 되어있다고 말했다.
In another diplomatic effort, B. Lynn Pascoe, the UN’s under secretary general for political affairs, arrived in Pyongyang yesterday to begin a four-day visit. Pascoe plans to urge North Korea to rejoin the six-party talks and discuss its relationship with the UN, a UN official told the Associated Press.

또 다른 외교 노력의 일환으로 B. 린 파스코 유엔 사무국 정무담당 사무차장이 어제 평양에 도착, 4일간의 방북 일정을 시작했다. 한 유엔 관계자는 AP 통신에 파스코가 북한의 6자회담 복귀를 촉구하고 북한과 유엔의 관계에 대해 논의할 것이라고 설명했다.
