South Korea will no longer tolerate North Korean provocations and will change its military posture from passive defense to proactive deterrence, President Lee Myung-bak said yesterday, spelling out his country’s response to the communist regime’s attack on a patrol boat in March.

천안함을 공격해 침몰시킨 북한에 대한 남한의 대응조치를 어제 구체적으로 밝히면서 이명박 대통령은 남한은 북한의 도발행위를 더 이상 용납하지 않을 것이며 소극적 방어에서 적극적 억지로 군사 대비태세를 전환할 것이라고 말했다.

“From now on, the Republic of Korea will not tolerate any provocative act by the North and will maintain the principle of proactive deterrence,” Lee said in an address to the nation, televised live Monday morning. “If our territorial waters, airspace or territory are militarily violated, we will immediately exercise our right of self-defense.” “The sinking of the Cheonan constitutes a military provocation against the Republic of Korea by North Korea,” Lee said, vowing that “North Korea will pay a price corresponding to its provocative acts.”

월요일 아침에 전국에 생중계 방송된 대국민 담화에서 이 대통령은 “이제부터 대한민국은 북한의 어떠한 도발행위도 용납하지 않을 것이며 적극적 억지력을 유지할 것이다. 만약 우리 영해 또는 영공, 영토를 군사적으로 침범한다면 우리는 즉각적으로 자위권을 발동할 것이다”고 말했다. 이 대통령은 “천안함의 침몰은 북한이 대한민국에게 군사적으로 도발한 행위”라며 “북한은 도발행위에 상응하는 대가를 치를 것”이라고 선언했다.

“From this moment, no North Korean ship will be allowed to make passage through any of the shipping lanes in the waters under our control, which has been allowed by the Inter-Korean Agreement on Maritime Transportation,” Lee said. “The sea routes meant for inter-Korean exchanges and cooperation must never again be used for armed provocations.”

이 대통령은 “남북해운합의서에 의거해 허용됐던 북한 선박의 우리 영해상 항로의 통과를 지금부터는 더 이상 허용하지 않을 것이다. 남북 교류협력을 위해 사용돼야 할 항로가 절대로 다시는 군사도발에 이용될 수 없도록 하겠다.”고 말했다.

“In close consultations with the nations concerned, the government will refer this matter to the UN Security Council, so that the international community can join us in holding the North accountable,” Lee said. “Many countries around the world have expressed their full support for our position.” “Trade and exchanges between the Republic of Korea and North Korea will also be suspended,” Lee said. “However, we will continue to provide assistance for infants and children,” he said. “Matters pertaining to the Kaesong Industrial Complex will be duly considered, taking their unique characteristics into consideration.”
