In the days ⓐwhen there was no ⓑopinion poll or election, ⓒthey reckoned natural disasters ⓓas the reflection of public sentiment. ⓔPeople believed that the resentment of the people reached the heaven and brought down a disaster on earth, if the king ruled the country improperly. This was the reason why King Seongjong decided to listen to the voice of the people changing his attitude to self-resentment mode as soon as the drought started. As there was no sign of rain even one year after that, the king delivered a public message in which he humbly pledged to accommodate the criticism of the people on overall state affair. In response, the three leading ministers announced their willingness to take joint responsibility by saying, “Please accept our resignation and appoint other virtuous people in our places. This shows that the ruling class at that time tried in unison to overcome a crisis by consoling the sentiment of the people.

In the days before opinion polls and elections, Korean leaders saw natural disasters as a reflection of public sentiment. The resentment of the people could reach heaven and bring down a disaster on the earth if the king ruled poorly.

It is reported that the Blue House and ⓐthe government camp are reflecting ⓑon themselves painstakingly, regretting that they were ⓒ ignorant of the sentiment of the people completely. From the opposition camp, we also hear the voice of precaution: “There is no knowing when the sentiment of the people will change.” Heo Gyun, a Joseon Dynasty writer and the author of “The tiger people theory,” wrote: “The most fearful being in the world is the people. People are much more fearful being than flooding, fire, tigers or panders.” It is fortunate, though belated, that the political community realizes that they should be afraid of the people. However, I wonder whether they understand the meaning properly. They should know that they will be in real trouble if they distort or ignore the sentiment of the people according to their personal interest.
