Einhorn says new North sanctions due ‘in weeks’

The engineers of new sanctions on North Korea said yesterday that the punishments will be implemented within weeks and hurt more than the freezing of assets in Banco Delta Asia in Macau in 2005.

새 대북제재안 기획자들이 어제 제재안이 몇 주일 내로 실행될 것이며 2005년 마카오 소재 방코델타아시아의 북한자산 동결 조치보다 훨씬 타격이 클 것이라고 말했다.
“We have yet to finalize them,” Robert Einhorn, the State Department’s special adviser for nonproliferation and arms control, said in a Seoul press conference on his second day in South Korea. “I can’t give you a definite day, but in the next several weeks, we do expect to give some specific entities’ names.”

로버트 아인혼 미국 비확산 및 군축담당 특별보좌관은 방한 이틀째인 어제 기자회견에서 “아직 최종 방안을 확정하지 않아서 정확한 날짜를 말씀드릴 수는 없으나 몇 주일 내로 구체적인 제재대상 이름들을 말씀드릴 수 있을 것으로 기대합니다.”고 말했다.
Einhorn said the sanctions will target entities or individuals engaged in illicit activities by or for North Korea and block any property or assets they possess within the U.S.

아인혼은 제재조치는 북한에 의해서 또는 북한을 위해서 행해지는 불법행위들에 연루된 기관이나 개인들을 대상으로 삼고 있으며 그들이 미국 내에서 보유하고 있는 재산이나 자산을 차단하는 것이라고 말했다.
The visit by Einhorn, along with Daniel Glaser, U.S. Deputy Assistant Treasury Secretary, followed a July 21 announcement by U.S. Secretary of State Hillary Clinton that the U.S. will strengthen sanctions on the North. “The Treasury Department is committed to employing all appropriate new and existing authorities to protect the international system from North Korea’s abuse,” Glaser said.

힐러리 클린턴 미 국무장관이 6월21일 대북제재 강화방침을 발표한 데 이어 아인혼과 대니얼 글레이저 미국 재무부 부차관보의 방한한 것이다. 글레이저는 “재무부는 북한의 도발로부터 국제사회를 보호하기 위해 적절한 가용 권한들을 모두 사용할 것”이라고 말했다.
Einhorn said freezing assets in the U.S. would have a limited impact because North Korea’s illicit businesses, which he estimated to be worth hundreds of millions of dollars annually, take place outside the U.S. “But,” he said, “by publicly naming these entities, these measures can have the broader effect of isolating them from the international financial and commercial system.”

연간 수 억 달러에 이를 것으로 추산되는 북한의 불법사업들이 미국 영토 밖에서 이뤄지기 때문에 미국내 자산동결 조치는 효과가 제한적일 것이라고 아인혼은 말했다. 그는 “그러나 이 실체들의 이름을 공개함으로써 국제 금융 상업 시스템에서 그들을 고립시키는 더 큰 효과를 가져올 수 있을 것이다”고 말했다.
