Japan admits coercive annexation

Japan yesterday made its first direct, official apology for its colonial rule of Korea, two weeks before the 100th anniversary of the treaty it used to annex the country, in an effort to alleviate tensions still caused by the legacy of that shameful period.

일본이 어제 한국의 식민지 지배에 대해 처음으로 직접적이고 공식적인 사과를 했다. 이 사과는 수치스러운 과거 유산 때문에 여전히 높은 양국간의 긴장을 완화하려는 노력으로 한일병합 조약 체결 100주년을 2주일 앞두고 발표된 것이다.

Japanese Prime Minister Naoto Kan read the apology, which was endorsed by the cabinet led by his centrist Democratic Party of Japan. In the statement, Kan acknowledged that 35 years of colonial rule had been forced upon Korea against the will of its people, the first time a Japanese prime minister had made that admission.

간 나오토 일본 총리는 그의 중도성향 민주당이 이끄는 내각의 승인을 받은 사과담화를 읽었다. 담화에서 간 총리는 일본 총리로서는 처음으로 한국인들의 의사를 무시하고 한국을 강제로 35년 동안 식민지 지배했음을 시인했다.

He also promised to return Korean cultural assets that had been moved to Japan, including Joseon Dynasty royal documents taken during colonial rule, to show Japan’s commitment to building a future-oriented bilateral relationship.

그는 또 미래지향적인 양국관계를 구축하겠다는 일본의 의지를 보여주기 위해 조선왕실 문서 등 일본으로 유출된 한국의 문화재를 한국에 되돌려주겠다고 약속했다.

“As shown in their acts of strong resistance, such as the March 1 Independent Movement, Koreans were deprived of their nation and culture by a colonial rule that was against their will,” Kan said. It may be easy for the ones afflicting the pain to forget, but the victims remember, he said. Kan also expressed his “feelings of deep remorse and heartfelt apology for the tremendous damage and suffering brought on by colonial rule.”

간 총리는 “3.1 독립운동 등의 격렬한 저항에서 나타났듯 당시 한국인들은 그 뜻에 반해 이뤄진 식민지 지배에 의해 국가와 문화를 빼앗겼다.”고 말했다. 그는 아픔을 준 쪽은 잊기 쉽고 받은 쪽은 이를 쉽게 잊지 못한다고 말했다. 간 총리는 “식민지 지배가 초래한 다대한 손해와 아픔에 대해 통절한 반성과 마음으로부터의 사죄의 심정”을 표명했다.

On Aug. 15, 1995, then Prime Minister Tomiichi Murayama did offer an official apology for Japan’s aggression during World War II, but no official apology has ever been directed exclusively at Korea, the only country to be annexed by Japan. The annexation treaty was signed on Aug. 22, 1910, and took effect on Aug. 29. The colonial period lasted until the end of World War II, on Aug. 15, 1945, which Koreans now celebrate as Liberation Day.

1995년 8월15일 당시 무라야마 도미이치 일본 총리가 2차 세계대전 중 일본의 침략행위에 대해 공식 사과를 했지만, 일본에 의해 유일하게 병합된 한국에 대해 별도의 공식 사과를 한 적은 없었다. 한일병합은 1910년 8월22일 체결됐고, 8월29일 발효됐다. 식민지 지배는 1945년 8월15일 2차 세계대전이 종결될 때까지 계속됐다. 한국은 이날을 광복절로 기념하고 있다.
