Sensuality on TV way too much

Iwas overwhelmed with “culture shock” while watching a TV program on a nationwide network during a business trip to Seoul. Teenage members of a girl idol group were showing off their sexy dance moves, with many parts of their bodies exposed. I related my shock to one of my colleagues. He shrugged it off, saying they were all like that these days. I checked out other channels. It was rampant — the indecency in dress and actions with sexual undertones as well as explicit moves. It was horrifying.

The trend reminded me of Japan in the 1980s. At the time, vulgarity in Japanese broadcasting was at its peak. Female guests on TV programs both day and night bared their breasts without any shame or restriction. And various types of lewd and profane programs came after that. I remember a program called “11 P.M.” The show recruited strip dancers and had them compete over who could dance in the most sexy and provocative way. Another program had a bogus hypnotist who put a “spell” on guests to feign love-making moves. The Japanese society was obsessed with sensuality and vulgarity in its broadcasting. Sex shops burgeoned and the country earned a notorious reputation as being a sex paradise.

When I set foot in the country two decades later, I was surprised to find Japan entirely changed. Vulgarity has been removed from TV screens. Some late-night programs are still provocative, but none of the past indecencies could be found in prime time or in programming before midnight. I wondered why.

AJapanese broadcasting network executive said the country in 2001 adopted laws to prevent a social environment that was dangerous to youth and to ban broadcasting indecency. Broadcasters at first had resisted the changes. They feared that prohibiting provocative TV programs, which had guaranteed strong viewership, would lead to fewer viewers. Many male viewers joined the chorus, carrying banners that decried government censorship and restrictions on freedom of expression. But they were quieted by a government campaign that questioned: How would you feel if your daughters and sons were exploited as sex toys on TV?

Japan is not alone in taking a strong stand against lax broadcasting standards. The U.S. Federal Communications Commission slapped a record $550,000 fine against CBS after singer Janet Jackson’s breast was exposed during a halftime show in a live telecast of the Super Bowl in 2004. The incident also led the trade commission to increase fines for broadcasting decency violations. Americans, apparently, are equally protective of their viewers.

Arecent statistic reported by the Ministry of Gender Equality and Family is noteworthy and relevant. Cases of sex crimes occurred 33.4 per every 100,000 Koreans in 2008, outnumbering 29.3 cases in America and 6.8 cases in Japan. What’s more worrisome is the pace of growth. Sex crimes have increased in Korea while they have decreased in the United States and in Japan. The staggering growth of 69 percent over the last four years shows that we have a serious problem in our hands. I believe the vulgarity and obscenity in TV broadcasting have had a strong impact on the proliferation of sex crimes.

얼마 전 한국에 오랜만에 출장을 갔다 저녁시간 지상파 TV를 보고 ‘문화적 충격’을 받았다. 기껏해야 10대 중반의 여성 아이돌 그룹 소녀들이 거의 가슴과 엉덩이가 다 드러나는 복장으로 이른바 섹시댄스를 신나게 추고 있었다. 후배에게 물어보니 “요즘 다 저래요”란다. 다른 채널도 다를 게 없었다. 성 행위를 연상시키는, 아니 거의 그대로 묘사하는 몸짓과 노골적 노출이 판을 쳤다. 가관이었다.

일본의 1980년대 이야기를 해보자. 당시 일본 TV의 선정성은 지금의 한국보다 더했다. 지상파에는 낮 밤 가리지 않고 여성의 가슴이 아무렇지 않게 등장했다. 온갖 저질, 선정적 프로그램이 난무했다. 당시 일본에 있던 나는 ‘11PM’이란 프로그램 장면을 기억한다. 전국의 스트립 댄서들을 모아 놓고 누가 더 농염하고 선정적 몸짓을 보이는가 겨루게 했다. 또 사이비 최면술사가 출연자에 최면을 걸어 묘한 교성과 성행위를 연상하는 몸짓을 유도하는 프로그램도 있었다. 일본 사회는 이런 TV의 선정성에 자연스레 물들어 갔다. 변태적 퇴폐업소가 급증하고 ‘섹스 천국’이란 오명도 갖게 됐다.

20년 후. 일본에 다시 와 놀란 것은 그런 프로그램들이 일제히 자취를 감췄다는 점이다. 새벽 시간에 극히 일부 잔재가 남아 있지만 적어도 밤 12시 이전, 청소년이 보는 시간대의 프로그램에서 선정성이란 찾아 볼 수 없다. 이유는 뭘까.

한 민방의 간부는 “2001년 ‘청소년 유해 사회환경 대책법’이 만들어진 이후 선정적 장면이 TV에 발을 들일 수 없게 됐다”고 말했다. 거센 반발도 있었다 한다. 방송사들은 숫자(시청률)가 확실히 나오는 프로그램을 포기하기 싫어 반대했다. 상당수 성인 남성들도 속사정은 다르겠지만 “표현의 자유를 뺏지 마라”고 저항했다. 하지만 이들도 꼼짝 못한 논리가 있었다. “당신 딸이, 아니면 당신 아들이 그로 인한 피해자나 가해자가 되면 좋겠는가.”

일본뿐 아니다. 2004년 슈퍼볼 축하공연에서 재닛 잭슨이 가슴을 노출하자 미국의 연방통신위원회는 이를 실황중계했다는 이유만으로 CBS에 55만 달러(약 6억4000만 원)의 벌금을 부과했다. 방송의 선정성을 재단하는 데는 미국 또한 가차없다.

한국의 여성가족부가 최근 발표한 수치에 주목할 필요가 있다. 2008년 인구 10만 명당 한국의 성범죄 발생건수는 33.4건으로, 미국의 29.3건이나 일본의 6.8건을 앞섰다. 더 큰 문제는 발생건수의 증가율이다. 미국은 7.9%, 일본은 20%가 줄었는데 한국은 오히려 18% 증가했다. 최근 4년을 보면 69%가 늘었다고 하니 보통 심각한 게 아니다. 난 최근 한국 TV의 선정적이고 자극적인 노출이 이에 큰 영향을 끼쳤다고 본다.
