Korea, Peru agree to FTA

Korea and Peru agreed to a free trade agreement yesterday in Lima, widening access to the South American market for local companies.

한국과 페루가 어제 리마에서 양국 간 자유무역협정 협상을 타결해 한국 기업들이 페루 시장에 진출할 기회가 넓어졌다.
According to the Ministry of Foreign Affairs and Trade, the two countries met for a fifth round of FTA negotiations on Aug. 29 and 30 and were able to close the deal, leading to a joint statement yesterday. Peru becomes the second country in South America to finalize an FTA deal with Korea, after Chile in 2003.
외교통상부에 따르면, 양국은 8월29일과 30일 다섯 번째로 만나 FTA 협상을 진행했고 합의에 이르러 어제 공동선언문을 발표하게 됐다. 2003년에 타결된 한-칠레 FTA에 이어 페루는 남아메리카에서 두번째로 한국과 FTA를 맺은 국가이다.
In a joint statement by Korea’s Minister for Trade Kim Jong-hoon and Peru’s Minister of Foreign Trade and Tourism Martin Perez, the two countries said the agreement is “mutually beneficial.” Tariffs will be eliminated for many Korean products including automobiles, electronics, coffee, asparagus and bananas. But many agriculture and fishery products were excluded from the agreement to protect local industries on both sides.

김종훈 한국 통상교섭본부장과 마틴 페레즈 페루 통상관광부 장관이 발표한 공동선언문에서 양국은 이 협정이 “상호 이익이 되는 것”이라고 밝혔다. 자동차, 전자제품, 커피, 아파라거스, 바나나 등을 포함한 많은 한국산 제품에 대한 관세가 없어진다. 그러나 많은 농수산물의 경우 양국 산업을 보호하기 위해 관세 철폐 대상에서 제외됐다.
Automobiles currently have a 9 percent tariff in Peru. Large vehicles (with more than 3,000-cubic-centimeter engine displacement) will have tariffs eliminated immediately after ratification, while midsize vehicles (between 1,500 and 3,000 cubic centimeters) will be free of tax within five years. All vehicles will be tariff-free in 10 years.

자동차 관세는 현재 페루에서 9퍼센트다. 배기량 3,000cc 이상 대형차는 FTA 발효 즉시 철폐된다. 배기량 1,500cc~3,000cc 중형차는 5년 내에 관세가 없어지고, 10년 내로 모든 자동차 관세가 사라진다.
A 9 percent tariff on color televisions will be eliminated, while washing machines and refrigerators, currently taxed at 17 percent, will have tariffs removed in four and 10 years, respectively.
More than 100 agriculture and fishery products - such as rice, beef, onions, garlic, pollack and ginseng - were excluded from the agreement. Cuttlefish imports to Korea, currently under tariffs between 10 and 22 percent, will be tariff-free within 10 years for frozen, seasoned and precooked cuttlefish, while other types will be untaxed in five to seven years.

칼러TV의 9퍼센트 관세는 곧바로 없어지고, 현재 관세가 17퍼센트인 세탁기와 냉장고는 각각 4년, 10년 이내에 관세가 없어진다. 쌀, 쇠고기, 양파, 마늘, 명태, 인삼 등 농수산물 100여개 품목은 이 협정에서 제외됐다.한국으로 수출되는 갑오징어는 현재 10~20퍼센트의 관세가 붙는데 10년 이내에 냉동, 조미, 자숙 제품에는 관세가 없어지고 다른 형태의 제품에는 5년~7년 내에 관세가 붙지 않는다.
The agreement has safeguards on imports that may harm each country’s local industries, meaning that trade can be restrained in the future.

이 협정은 각국의 산업에 피해를 입힐지 모르는 수입품에 대해서는 보호조치를 인정하고 있어 향후 자유무역이 제약을 받을 수도 있다.
