The snubbing of Carter

In his meeting with U.S. officials in Seoul during a March visit, Jimmy Carter, the former U.S. president, said his view toward North Korea was different from that of the Obama administration. In a public lecture the next day, Carter warned against the repercussions that unilateral sanctions on the North would cause. He urged South Korea and the United States to begin efforts to normalize relations with North Korea. Carter said what North Korea wants are direct talks with the United States, adding that it was also the wishes of Kim Il Sung and Kim Jong-il. When Seoul and Washington propose unconditional talks, Pyongyang will accept the offer, Carter argued.

According to sources, Carter had already gained approval from U.S. President Barack Obama to travel to the North. Carter had planned to expand his “Habitat for Humanity” project to North Korea, and he also intended to persuade Kim Jong-il to ease tensions on the Korean Peninsula. Despite the two goals of Carter’s visit, his trip to Pyongyang had to be postponed indefinitely because of the sinking of the Cheonan on March 26, shortly after his visit to Seoul.

Han S. Park, a professor at the University of Georgia, visited Pyongyang in early July, and the North expressed to Park its intentions to invite Carter, allowing the former president to visit the country for the second time in 16 years. Although Carter said his trip was to free an American prisoner, Aijalon Mahli Gomes, it is likely that he hoped for a meeting with Kim.

According to sources close to Carter, the former U.S. president went to the North with an “assurance” from Pyongyang that Kim would meet him. “Would someone like Carter only go to North Korea for the release of a prisoner? He will [meet with Kim] and talk about various issues concerning Korean Peninsula affairs,” Professor Park had said.

Kim, however, boarded a train and left for China on the day that Carter arrived in the North. In 1994 during the first nuclear crisis, Carter went to Pyongyang to defuse tensions by meeting with Kim Il Sung. The drama, however, was not repeated this time. Three days after his arrival in the North, a smiling Carter boarded a plane with Gomes, but canceled a planned press conference upon his return to the United States to express his displeasure.

Carter’s failure shows the risk of making a hasty attempt to have a dialogue with North Korea and Kim Jong-il. The incident reaffirms that the North is capable of acting without common sense and only for its self-interest. The liberals in South Korea hailed Carter’s trip to the North, hoping for a grand compromise between Washington and Pyongyang to attack the Lee Myung-bak administration’s North Korea policy. By now, Carter probably regrets not paying more attention to warnings by U.S. and South Korean officials that his trip could be exploited by the North.

Dialogue with North Korea, of course, is a must. That is the reality. But talks cannot be the ultimate goal, just like sanctions are not. When North Korea shows its true willingness to denuclearize and expresses some sort of apology for the Cheonan’s sinking, the dialogue can take place immediately. But Pyongyang apparently has no intention to do so. Engaging in talks with North Korea under these circumstances will only repeat the tragedy of Carter’s visit once again.

“북한문제에 대한 내 생각은 오바마 행정부의 그것과 다르다.” 지난 3월 방한했던 지미 카터 미 전 대통령은 서울의 미국 관리들과 만난 자리에서 이렇게 잘라 말했다. 그는 이튿날 공개강연에서도 “일방적인 대북제재는 역효과를 낳을 수 있다. 미국과 한국이 먼저 북한에 관계 정상화 노력을 해야 한다”고 역설했다. “김일성 주석도 그랬고, 김정일 국방위원장도 한결같이 원하는 건 미국과의 직접대화다. 한국과 미국이 먼저 제한 없는 대화를 제안하면 북한도 받아들일 것”이라고도 강조했다.

소식통에 따르면 카터는 이 때 이미 버락 오바마 미 대통령 측으로부터 방북에 대한 동의를 받아냈다고 한다. 자신이 세계 곳곳에서 벌여온 ‘사랑의 집짓기(해비태트)’ 사업을 북한에서도 해볼 생각이며, 그 김에 김정일을 설득해 한반도 정세완화에 도움을 주겠다는 것, 이 두 가지가 카터의 방북 목적이었다고 한다. 그러나 카터의 평양 봄나들이는 그의 방한 직후인 그 달 26일 천안함 사건이 터지면서 무기한 연기될 수밖에 없었다.

그러다 7월초 평양을 찾은 박한식 미 조지아대 교수가 북측의 카터 초청 의사를 전달받으면서 카터는 16년만에 두 번째 방북길에 오르게 됐다. 명목은 북한에 억류된 미국인 곰즈 석방이었지만 카터가 김정일과의 면담을 염두에 두지 않고 평양을 찾았을 리는 만무하다.

카터 주변 인사들에 따르면 카터는 분명히 ‘김정일이 만나줄 것’이란 북측의 확약(assurance)를 받고 방북했다. 박 교수는 “카터 같은 분이 석방 문제만 갖고 북한에 가겠느냐. (김정일을 만나) 한반도 정세와 관련한 여러가지 얘기를 다 할 것”이라고 단언했다.

그러나 김정일은 카터가 방북한 날 중국행 열차를 탔다. 1994년 전쟁위기로 치달았던 1차 핵위기 당시 평양에 들어가 김일성과 담판 끝에 북미해빙을 끌어냈던 카터 발(發) 드라마는 재연되지 못했다. 카터는 방북 사흘 만에 웃는 얼굴로 곰즈와 미국행 비행기에 올랐지만 귀국 후 예정된 기자회견을 취소함으로써 실패한 방북에 대한 불쾌감을 드러냈다.

카터의 실패는 김정일·북한과의 섣부른 대화 시도의 위험성을 잘 보여준다. 냉혹한 이해타산 속에 신의나 상식과는 거리가 먼 행동을 서슴없이 할 수 있는 집단임을 재확인시킨 사례이기 때문이다. 국내 좌파들은 “카터가 방북하면 북미간에 대타협이 나올 수 있다”고 환영하면서 우리 정부의 대북정책을 공격하는 소재로 삼았다. 그러나 결과를 놓고 보면 카터는 오히려 “지금 방북하면 북한의 잔꾀에 이용만 당할지 모른다”고 걱정한 한·미 관리들의 말에 귀를 귀울였어야 했다고 후회하고 있지 않을까.

물론 북한과 대화해야한다. 당위이자 현실이다. 그러나 대북 제재 그 자체가 목적이 아니듯, 대화도 그 자체가 목적은 아니다. 북한이 비핵화에 진정성을 보이고, 천안함 사건에 최소한의 성의를 보여준다면 대화는 내일이라도 시작될 수 있다. 하지만 북한에 그런 자세가 전혀 보이지 않는 상황에서 모양새만 의식해 대화에 나선다면, 평양의 선의만 믿고 방북했다가 ‘대동강 오리알’신세가 됐던 카터의 비극만 되풀이할 우려가 있다.
