When newly appointed Prime Minister Kim Hwang-sik made a courtesy visit to Chun Doo Hwan, the former dictator advised him not to apply overly stringent legal standards as prime minister. Chun recently extended a deadline for paying 220.5 billion won ($199 million) in fines for a slush fund scandal by paying just 3 million won in advance.
