The North’s proposals almost amount to begging for dialogue,/ 북한은 거의 구걸하다시피 대화 재개를 제안해 왔다./ in sharp contrast with its earlier vows to sever all relationships with its counterpart/ 이는 종전의 남한과의 모든 관계를 단절할 것이라고 다짐한 것과는 180도 반전하여/ during the remaining term of the Lee Myung-bak administration./ 이명박 정권 임기동안에는/

The South Korean government has shown a prudent response/정부는 신중한 반응을 보이고 있다./ to the offer/ 북의 제안에 대해/ by closely analyzing the background for the remarkable shift./ 북한의 급격한 태도변화의 배경에 대해 면밀히 분석하면서/ Less than two months have passed/ 두 달도 채 되지 않아/ since the North’s bombardment of Yeonpyeong Island./ 북한이 연평도에 대해 포격을 가한 이후/ The government will find it difficult to readily accept the North’s proposal/ 정부로서는 북한의 제안을 쉽게 수용하기에는 어려울 것이다./ because it still makes us doubtful of the sincerity of the gestures at a moment/ 그 이유는 북한 제의에 대한 진정성에 의혹을 품고 있는 것이다./ when it has not yet apologized for the sinking of Cheonan warship and its shelling of Yeonpyeong Island./ 북한이 천안함 폭침과 연평도 포격에 대한 아무런 사과도 없기 때문에/

However, the government cannot simply ignore the proposal, either./ 그렇다고 정부는 또한 북한의 제의를 무조건 무시할 수 는 없을 것이다./ With the U.S.-China summit slated for Jan.19 in Washington,/ 1월 19일 워싱톤에서 열릴 예정인 미-중 정상회담과 더불어,/ a new mood for dialogue between the concerned parties is being created./ 관련국들간의 새로운 대화분위기가 조성되고 있다./ And a need for dialogue between South and North is also being stressed./ 게다가 남북대화의 필요성이 강조되고 있다./ If we stick to a knee-jerk rejection of the proposal,/ 만약 우리가 북한의 제의에 대해 무조건 계속 거부한다면,/ we may end up taking the blame for the rupture./ 우리가 대화거부에 대한 책임을 뒤집어 쓸 수도 있다./ And in a worst-case scenario, we may be dragged into the appeasement effort/ 최악의 경우(시나리오) 마지못해 끌려가게 될 수도 있을 것이다./ as a result of pressure from neighboring countries./ 인접국가 압력의 결과로

What we need now is/ 따라서 현재 필요한 것은/ is a two-track policy of deterring the North’s further aggression/ 북한의 추가도발을 억제하면서 대화에 임하는 두 트랙 정책이다./ by maintaining a heightened security alertness,/ 물 셀 틈 없는 안보태세를 유지하며/ while leaving open a door for dialogue with the North./ 한편으로는 북과의 대화의 문을 열어 놔야한다./ Rather than flatly dismissing the proposal,/ 북의 제의를 일축할 것이 아니라,/ it would be better if the government can throw the ball into the North’s court through counterproposal with certain conditions attached./ 일정한 조건을 달아 역제의로 북한측에 공을 넘기는 방안도 있을 것이다./ For example, the government can unconditionally accept the North’s proposal for Red Cross meeting for a renion of separated families,/ 예를 들어 북한의 적십자 회담 제의를 조건 없이 받아드려 이산가족 상봉을 논의할 수도 있고/ while attaching strings to a government-level meeting by demanding an apology for the two attacks./ 정부당국 간 회담에 대해서는 천안함 사태와 연평도 포격에 관해 북한측이 사죄하는 조건으로 수용 할 수도 있을 것이다./ Prolongation of the status quo is not beneficial to either side./ 현재와 같은 상태를 장기간 지속하는 것은 남북한 양측 모두에게 불리할 것이다.
