Bill aimed at ending political fightsA group of independent-minded lawmakers from the ruling Grand National Party proposed legislation yesterday to bar the National Assembly speaker from putting a bill up for a general vote without first having bipartisan agreement to do so.
Hong Jung-wook and 13 other relatively young lawmakers with moderate reputations within the conservative party jointly presented the bill. The bill, they said, is aimed at preventing regular parliamentary scuffles triggered by the speaker’s right.
The proposed bill would require a three-fifths quorum, or 180 of the 299-member Assembly, to vote on whether to allow the speaker the right to put something up for a vote. At least half of the quorum would have to agree to let the speaker put the bill up for an up-or-down vote to let the legislation proceed.
There are now 171 GNP lawmakers, meaning no unilateral GNP push for legislation would be possible under the proposed bill.
The only exceptions would be when a bill is required to remedy natural disasters or other emergencies.
Hong said the bill is needed because the public will not tolerate a shameful parliamentary scene any longer. “We hope the revision starts momentum to create a mature political culture in which violence gives way to dialogue and negotiation,” he said.
Hong said the bill was a bipartisan gesture by the GNP and urged opposition parties to also show sincerity on the parliamentary reform. Other sponsors are Nam Kyung-pil, Chin Young, Lee Hahn-koo, Kwon Young-se and Lim Hae-kyu.

한나라 소장파 '직권상정 제한법' 발의
한나라당 소장파 의원들의 모임인 '국회바로세우기'는 19일 국회의장의 직권상정 권한을 제한하는 내용의 국회법 개정안을 발의했다.
국회바로세우기는 지난해 말 회의를 열고 개정안을 마련했으나 개정안이 여당에 불리하다는 당내 반발에 직면, 법안 발의를 연기했다.
한나라당 홍정욱 의원이 대표발의한 개정안에는 김세연 구상찬 권영세 김성식 김장수 남경필 이한구 임해규 정태근 주광덕 진영 황영철 황우여 의원 등 총 14명이 서명했다.
개정안은 국회의장의 직권상정 요건을 국가 재난이나 비상사태가 발생한 경우로 최소화하는 것을 핵심 내용으로 하고 있다.
