The DP’s Time Bomb

These questions are pivotal to both our stability and prosperity./ 이러한 문제는 우리의 안전과 번영을 위해 매우 중요하다./ Developed countries are now paying a high price for their hefty and irresponsible welfare services to the people./ 선진국에서는 감당키 어려운 무책임한 복지 정책으로 몸살을 앓고 있다./ Defying its famous former slogan of -From cradle to grave,/ 요람에서 무덤까지라는 이전의 복지정책에 역행하면서/ “the British government last year tightened its budget the most/ 영국정부는 작년에 가장 빡빡한 긴축예산을 편성했다./ since World War two,/ 2차대전 이후/ sharply cutting child-care allowances/ 육아수당을 삭감하고/ college tuition fees three times./ 대학 등록금을 3배 올렸다./
France had to extend the age for getting a retirement pension to 67 from 65./ 프랑스 또한 연금수급 연령을 기존의 65세를 67세로 높였다./ Regardless of a general strike and violent protests,/ 총파업과 격렬한 항의시위에도 불구하고/ the government had no other choice but to cut costs./ 비용을 삭감할 수 밖에 없었다./ Faced with national bankruptcies,/ 국가부도 사태에 직면하자,/ Spain, Greece and Portugal are all begging for hard currencies/ 스페인, 그리스와 포르트갈 같은 나라에서는 외부로부터 자금수혈이 절실 하였고/ by issuing government bonds./ 국채를 발행하기에 이르렀다./
The DP should learn a lesson from its Japanese counterpart./ 민주당은 일본의 민주당으로부터 교훈을 얻어야한다./ Before taking power in 2009,/ 2009년 집권하기 전에/ Japan’s Democratic Party announced a series of populist campaign pledges,/ 일본 민주당은 선거운동당시 여러 가지 선심성 공약을 내걸었다./ including free high school education and free highway tolls./ 공약에는 무상고교 교육 및 고속도로 무료이용 등이 포함되어 있었다./ After seizing power, however, the DP eventually had to cut/ 그러나 집권을 한 후 삭감을 하거나/ or kill many of its promises/ 선거공약으로 내세웠던 복지정책을 파기했다./ due to budgetary problems/ 예산부족으로/
Our DP has a bitter experience/ 우리나라 민주당은 뼈아픈 경험을 했다/ in which the party benefited from populist proposals/ 민주당이 포퓰리즘으로 이득을 보았지만/ but the country as a whole suffered./ 이로 인해 국가 전체가 진통을 겪었다./ In the presidential election campaign of 2002,/ 2002년 대선 선거운동에서,/ then-candidate Roh Moo-hyun abruptly pledged to develop an administrative capital outside of Seoul,/ 당시 대통령 후보였던 노무현 후보는 느닷없이 서울 밖의 행정수도를 공약했지만/ but later on was judged unconstitutional./ 후에 이는 위헌이라는 헌재의 결정을 받았다./
Inside the DP camp, representative Kim Hyo-suk said at a closed-door meeting of lawmakers/ 민주당내에서도 김효석 의원은 비공개 의원총회에서 언급하기를/ that new slogans amount to a trick to seek more votes without concrete plans to finance them./ 새로운 슬로건은 구체적인 재원 확보 계획 없이 득표를 위한 꼼수에 불과하다고 비판했다./ Jun Byung-hun, the DP’s chief strategist, rebutted him by saying,/ 민주당의 전병훈 정책 위원장은 김의원의 주장을 다음과 같이 반박했다./ -A political party can get a driving force/ 정당은 추진력을 얻을 수 있다/ when it presents a new frame of thought,/ 새로운 공약의 틀을 제시함으로서/ though it may be perfect./ 비록 완벽하지 않더라도/ If welfare grows too much and too early, growth and jobs will be sacrificed./ 만약 복지정책을 현실에 맞지 않게 너무 과도하게 혹은 너무 일찍이 도입하게 되면 경제성장과 일자리가 줄어든다./ The DP’s proposals are time bombs destined to explode in the future./따라서 민주당의 선심성 정책은 미래 언젠가에 폭발할 시한폭탄으로 본다.
