Korean doctor did all he could to get hero captain airlifted back home

“I will protect Captain Seok with my life. If he is to live, then he must be taken to Korea immediately,” Lee Guk-jong said in a phone call from Oman to Representative Won Hee-mok, head secretary of the ruling Grand National Party.

Lee, the Korean doctor who was treating Captain Seok Hae-gyun - wounded during the Jan. 21 rescue mission to save the Samho Jewelry freighter from Somali pirates - had made the call because he was convinced that Seok would die if he were to stay in Oman any longer. With Seok’s condition so perilous, the medical facilities in Oman were not capable of treating him.

Lee had been quickly flown into the Middle Eastern country to treat the captain after he had been rushed to an Omani hospital with serious gunshot wounds. Lee had called Won because one of the nurses on his medical staff had ties with the politician.

Lee wanted to rent an “air ambulance” to return the captain to Korea, a service provided by International SOS, which is a global company for health care, medical assistance and security services. The fee for the service was expected to cost about $40,000.

“I will pay the rental fee out of my own pocket because we need this,” Lee was cited by several people as saying.

What was standing in his way had been the hesitation of the Ministry of Foreign Affairs and Trade to approve the flight. Lee had desperately pleaded to those around him for help, but no one other than the workers at Samho Shipping were willing to help, said the doctor.

In that time of frustration, the doctor was connected to Won and stressed that Seok had to be quickly removed from Oman in order to live.

One GNP official who was aware of the conversation between Lee and Won said, “Won was taken aback by Lee, who said that every day mattered in order to save Seok.”

After the phone call, Won called Chung Jin-suk, senior secretary of political affairs at the Blue House, who immediately connected him to Yim Tae-hee, Blue House chief of staff.

Yim then reported to President Lee Myung-bak that the doctor was willing to personally rent the plane to bring Seok back to Korea.

“Do not pull back from support,” ordered Lee. Yim then called Lee’s physician in charge, Choi Yun-shik, and asked him to confirm Seok’s vital signs. Then, in an extended phone call, Choi talked with Suh Gil-joon, a medical professor at Seoul National University, and Lee Guk-jong about how the captain could be moved safely during an 11-hour flight at a low altitude due to Seok’s medical condition.

“This is a good period to move the patient. If we lose this window, we may lose all chances to move him forever,” Lee said.

Choi and Suh agreed. As soon as the doctors in Korea gave their confirmation, government authorities, including Foreign Minister Kim Sung-hwan and Won Sei-hoon, head of the National Intelligence Service, took action.

Korean government officials negotiated with the Omani government over details of the flight plan. As for the rental fee, the foreign ministry decided to trust Lee by his word that he would pay for the flight.

Just a few hours after the doctor’s phone call to Won, the government made the official announcement that Seok would be leaving Oman for Korea on Jan. 29. “Lee’s passion to save Captain Seok put the country in action,” said one high-ranking Blue House official. “It was only possible because Lee, who had the experience of treating patients with extreme external injuries, gave it his all,” said another government official.

The day after Seok arrived back in Korea, President Lee personally called the doctor that afternoon, encouraging the doctor to help Seok “leap from his bed.”

Seok is still hospitalized. He underwent surgery for abdominal wall reconstruction as well as bone reconstruction. Doctors said more surgery is needed on his arm, because several bones were shattered.

＂40만 달러 스위스 에어 앰뷸런스 … 내 돈이라도 낼 테니 띄우자”
석 선장 국내 전격 이송 막전막후

“목숨을 걸고 석 선장을 지키겠다. 석 선장을 살리려면 당장 한국으로 데려가야 한다.”

　지난달 28일 오전. 삼호주얼리호 석해균 선장을 치료하기 위해 오만에 급파된 아주대병원 외상외과 이국종 교수는 한나라당 대표비서실장인 원희목 의원과의 전화통화에서 이렇게 말했다. 이 교수와 함께 오만에 간 김지영 간호사가 평소 친분이 있는 원 실장에게 전화를 걸어 이뤄진 통화였다.

　당시 이 교수는 ‘석 선장을 (오만에) 더 놔두면 사망한다’고 판단했다. 그래서 국제 의료지원 서비스 기업인 인터내셔널SOS사가 운영하는 ‘에어 앰뷸런스’ 를 이용해 석 선장을 한국으로 이송하려 했다.

그는 무려 40만 달러(4억4800만원 상당)나 드는 에어 앰뷸런스를 빌리는 것과 관련해 “내 돈이라도 낼 테니 꼭 임대해야 한다”고 주변사람들에게 말했다 한다. 석 선장을 살리려면 촌각을 다퉈 한국으로 데려와야 한다는 생각 때문이었다. 하지만 외교부 관계자들이 망설였다 한다. 이 교수는 당시의 절박했던 상황을 언급하면서 “삼호해운 직원들을 빼곤 다른 쪽의 도움을 거의 받지 못했다고 할 수 있다. 누가 잘 나서지도 않고…”라는 등의 말을 주변에 했다.

　이 교수가 그런 스트레스를 받고 있던 차에 원 의원과의 통화가 이뤄졌다. 이 교수는 “환자를 살리려면 당장 한국에 가야 한다”고 호소했다고 한다. 두 사람의 대화 내용을 잘 알고 있는 한나라당 당직자는 “석 선장의 한국 이송을 하루 이틀이라도 앞당겨야 석 선장을 살릴 수 있다는 이 교수의 간절한 호소에 원 의원이 감동했다”고 전했다.

　원 의원은 통화가 끝나자 곧바로 정진석 청와대 정무수석에게 연락했다. 마침 청와대에서 임태희 대통령실장 등과 회의를 하던 정 수석은 원 의원 얘기를 듣고 원 의원을 임 실장에게 연결했다. 이 교수가 에어 앰뷸런스를 개인적으로 빌려서라도 석 선장을 한국으로 옮기려 한다는 걸 안 임 실장은 바로 이명박 대통령에게 보고했다. 이 대통령은 “모든 지원을 아끼지 말라”는 취지의 지시를 했고, 임 실장은 대통령 주치의인 최윤식 서울대 의대 명예교수에게 연락해 석 선장의 건강상태를 체크하라고 했다. 최 교수는 응급의학회 이사장인 서울대 서길준 교수 등 2명과 함께 이 교수와 통화하면서 석 선장이 2000피트 고도에서 11시간 비행할 수 있는 방법 등을 논의했다.

　▶서 교수=“석 선장의 혈역학적 상태가 안정돼 있느냐.”

　▶이 교수=“그렇다. 약을 안 쓰고도 정상으로 유지되고 있다.”

　▶서 교수=“소변은?”

　▶이 교수=“잘 나오고 있다. 지금이 환자를 이송하기 좋은 시기다. 지금 놓치면 영영 이송할 시기를 놓칠 수 있다.”

　이 교수의 이송 판단에 최 교수 팀도 동의했다. 그러자 김성환 외교부 장관과 원세훈 국가정보원장 등 정부 관계자들의 움직임도 빨라졌다. 정부 측은 석 선장을 데려오는 절차를 신속하게 매듭짓기 위해 오만 정부 측과 협의했다. 에어 앰뷸런스는 이 교수의 이름으로 빌리되 비용에 대해선 외교부가 지급 보증을 서는 것으로 정리됐다. 이로써 당일 오후 6시 정부 신속대응 팀이 “석 선장을 29일 한국으로 이송한다”고 공식 발표할 수 있었다. 이 교수와 원 의원의 전화가 이뤄진 지 불과 반나절 만에 이송이 결정된 것이다. 이 과정을 잘 아는 청와대 고위 관계자는 “이 교수의 석 선장을 살리겠다는 열정이 국가를 움직였다”고 전했다. 또 다른 정부 관계자도 “총상은 물론 선반 사고나 조폭 환자까지 심한 외상을 치료해 온 이 교수의 최선을 다하는 마음이 있었기에 가능했던 일”이라고 했다.

　이 교수가 석 선장과 함께 귀국한 다음날인 지난달 30일 오후 이 대통령은 이 교수에게 전화를 걸어 격려하면서 “석 선장이 침대에서 벌떡 일어나게 해달라”고 당부했다.

◆에어 앰뷸런스(air ambulance)=캐나다 봄바디어사(社)의 비즈니스 전용 제트기 ‘챌린저604’를 개조한 항공기다. 스위스항공구조협회(REGA) 소속이지만 현재는 ‘인터내셔널SOS’가 전세 내 운용 중이다. 길이 20.8m, 높이 6.3m, 날개 너비 19.6m로 12명이 탑승할 수 있다. 1회 주유로 최장 2800마일까지 비행할 수 있다. 중환자 이송을 위한 의료 장비를 갖추고 있다.
