The fateful moment, part two

On April 26, 2010, about a month after the sinking of the Cheonan, I wrote a column titled “The fateful moment of the Korean Peninsula.” Deng Xiaoping and Mikhail Gorbachev were able to successfully reform and open up their respective countries because their leadership was not based on personal worship and corruption. However, Kim Jong-il is different. His rule is driven by personal worship and corruption, which will be inherited by Kim Jong-un. When North Korea opens up and is reformed, its people will have access to the truth, and it will mean an end to Kim Jong-il and his son. As such, Kim Jong-il cannot afford opening and reform.

Because of structural limitations, Kim Jong-il opted for the hard track of brinkmanship, instead of the soft track of denuclearization and opening. The hard track was to become a nuclear power and threaten the United States and its southern counterpart. The Agreed Framework, the six-party talks and the inter-Korean summit meeting were disguised moves on the hard track. The attack on the Cheonan revealed Pyongyang’s true intentions. Therefore, I insisted that Seoul should not be lured by the fantasy of progress like the six-party talks and must reconsider its North Korean policy entirely to get prepared for the “fateful moment of the Korean Peninsula.”

However, South Korean society was extremely divided. The Democratic Party, the biggest opposition, even objected to the resolution denouncing North Korea’s responsibility for the sinking of the Cheonan. Progressive and leftist intellectuals suspected the government and defended Pyongyang. A politician who wants to be the presidential candidate for the progressive faction in the 2012 election even claimed that the explosion was “fictitious.” Many liberals argued that Seoul should put an end to the case of the Cheonan. Upon returning from a visit to North Korea, University of Georgia Professor Park Han-shik, a North Korea expert, insisted on concluding the Cheonan investigation, as North Koreans confidently believe that they were not involved.

Internal division in South Korea is exactly what Kim Jong-il had hoped for. A North Korean torpedo struck the ideological blind spot of the South as it hit the Cheonan warship. Had the Democratic Party joined the voice of condemnation and had progressive intellectuals harshly condemned the brutal act, Pyongyang might not have proceeded with another provocation. The divided sentiment is largely responsible for the loss of four lives on Yeonpyeong Island.

Tunisia’s Zine El Abidine Ben Ali has been ousted, and Mubarak’s 30-year-long dictatorship has been toppled. The people of Egypt saved the country from a two-generation power succession. The spirit of revolution is still alive. The wind of change is spreading around the world. Will Kim Jong-il be an exception to the revolutionary changes? Kim Il Sung and Kim Jong-il successfully blocked the huge democratic waves of the Eastern European communist states in 1989. Nicolae Ceausescu, the Romanian dictator, was executed, but the Kim Il Sung regime experienced little disturbance.

천안함 폭침 한달 후인 지난해 4월26일 나는 ‘한반도 운명의 순간’이라는 글을 썼다. ‘덩샤오핑과 고르바초프가 개혁·개방에 성공한 건 개인숭배와 부패가 없었기 때문이다. 김정일은 다르다. 개인숭배와 부패가 극심하며 이는 김정은에게도 세습될 것이다. 개혁·개방을 하면 국민은 진실에 눈을 뜨게 되고 이는 김정일 부자에겐 몰락을 의미한다. 그러니 김정일은 개혁·개방을 안 하는 게 아니라 못하는 것이다.’ 서론은 이런 내용이었다.

김정일은 구조적 한계 때문에 비핵화·개방이라는 소프트 트랙(soft track)이 아니라 벼랑 끝 대결이라는 하드(hard) 트랙을 선택했다. 하드 트랙은 핵강국을 만들어 미국과 한국을 위협하는 것이다. 제네바합의·6자회담·남북정상회담은 하드 트랙을 위장한 것이고 천안함 폭침은 하드 트랙을 드러낸 것이다. 그러므로 한국은 6자회담 같은 환상에 매달리지 말고 대북정책을 전면 재검토해서 ‘한반도 운명의 순간’에 대비해야 한다고 나는 주장했다.

그러나 남한사회는 극도의 분열을 보였다. 제1 야당 민주당은 천안함 폭침 규탄결의안에 반대표를 찍었다. 핵심 진보좌파 지식인들은 끝까지 정부를 의심하고 북한을 감쌌다. 지금 2012년 진보진영 대통령후보가 되겠다는 이는 그때 천안함 외부폭발 주장을 ‘소설’이라고 했다. 남한이 먼저 천안함 사태를 접어야 한다는 논리도 많이 등장했다. 북한문제 전문가라는 미국 조지아대 박한식 석좌교수는 북한에 다녀온 후 “북한은 (천안함을) 자기네들이 하지 않았다고 철저하게 믿고 있다”는 ‘최면상태’의 발언을 하면서 천안함 사태 종결을 주장했다.

남한의 분열은 김정일이 노린 바로 그것이었다. 북한 어뢰는 천안함과 동시에 남한의 이념적 허점을 강타했다. 만약 민주당이 폭침 규탄에 동참하고 진보좌파 지식인들이 만행을 거세게 나무랐다면 북한이 과연 제2의 도발을 할 수 있었을까. 연평도에서 국민 4명이 추가로 죽은 것에는 ‘분열세력’의 책임이 적지 않다.

튀니지의 벤 알리가 쫓겨나고 이집트 무바라크의 30년 독재가 무너졌다. 이집트 국민은 2대 세습을 막아냈다. 1649년 영국의 올리버 크롬웰이 왕의 목을 친 이래 혁명은 여전히 살아있다. 그 바람은 산맥과 바다를 넘고 있다. 이런 엄청난 변혁이 김정일에게는 강 건너 불이라고 말할 수 있을까. 김일성·김정일은 1989년 동구권 몰락의 바람을 막아내기는 했다. 루마니아 차우세스쿠가 인민에게 처형당해도 김일성 정권은 별 탈 없이 넘어갔다.
