The stupidest spies in the world

Right after World War I broke out, the German intelligence service recruited a beautiful Dutch woman, a divorcee who once worked as an exotic dancer at the Moulin Rouge in Paris. Her mission was to approach high-ranking officers of the Allied Forces. Meanwhile, the French were interested in her because she had the qualifications of a spy - beauty, intelligence and eloquence. Without knowing she was working for Germany, they asked her to get intelligence on the Germans, leading her to a life as a double agent. The Germans, however, grew suspicious of her routine and fired her. Then they leaked a coded message to the French that she was a German spy. In the end, she was arrested in Paris on charges of treason and was shot to death on Oct. 15, 1917. That’s the story of Mata Hari, which means “eye of the day” in Malay.

There are few stories more interesting than that of a bizarre espionage incident, because a spy’s life is often more dramatic than fiction. Although Richard Sorge was arrested right before World War II, he was a Soviet spy who contributed greatly to the victory of the Allies. After working in Shanghai from 1930 until 1933, he moved to Japan and worked as a spy for nine years until his arrest in 1941. He first established a friendship with the German ambassador to Japan. Then he achieved the feat of collecting intelligence on Germany’s plan for the invasion of the Soviet Union. He was arrested because a Japanese communist party member who worked with him betrayed him. Three years later, in 1944, he was executed at the age of 49.

Not all spies are executed. Anna Chapman, a Russian beauty, moved to London and married a British citizen. Then she spied for Russia in the United States. She was arrested by the FBI but was deported to Russia last July, together with nine other Russian spies, in exchange for four spies in Russia who worked for the U.S.

Nowadays, in a democratic country, invasions of privacy are illegal. And industrial spies who steal information from a rival company are punished. But every country engages in espionage to protect their national interest.

The whole country is stirred by the news of an incident in which three unidentified agents, presumed to work for the National Intelligence Service, broke into a hotel room where an Indonesian envoy was staying. I doubt whether they really can be called spies. If that is the level of our intelligence, it will only bring the country disgrace.

1914년 1차 세계대전이 터진 직후 독일 정보기관이 베를린에서 네덜란드 국적의 한 미녀를 포섭했다. 파리의 물랭루주 댄서 출신인 38세의 이혼녀였다. 그녀에게 적군 고위 장교들에게 접근해 기밀을 빼내 오라는 임무가 주어졌다. 외모·두뇌·화술 등 스파이로서 완벽한 조건을 갖춘 그녀를 프랑스 정보요원들도 눈여겨봤다. 적의 스파이인줄 모르던 그들도 그녀에게 접근해 독일군 정보를 훔쳐오라고 했다. 이중간첩 생활이 시작된 것이다. 독일 정보국은 그녀로부터 수상한 낌새를 알아챘다. 그러곤 프랑스 측에 그녀가 연합국 정보를 빼내기 위한 독일 스파이라는 사실을 암호로 흘렸다. 그녀는 결국 파리에서 체포돼 반역죄로 1917년 10월15일 41세로 총살형을 당했다. 말레이어로 '새벽의 눈동자'를 뜻하는 '마타하리(Mata Hari)' 얘기다. 네덜란드 장교였던 남편을 따라 인도네시아 자바섬에서 산 적이 있어 이런 이름을 썼다고 한다. 본명은 마그레타 G. 젤러였다.

희대의 스파이 사건만큼 흥미진진한 얘기도 드물다. 삶이 영화나 소설보다 더 극적이기 때문이다. 첩보계에선 리하르트 조르게란 전설적인 이름도 빼놓을 수 없다. 2차 대전 발발 직전에 잡혔지만 연합군의 승리에 큰 기여를 한 옛 소련 스파이다. 그는 1930~1933년 상하이에서 활동한 뒤 일본으로 건너가 1941년 10월 체포될 때까지 9년간 암약했다. 주일 독일대사와 친분을 쌓은 뒤 독일의 소련 침공작전에 관한 정보를 빼내며 맹활약했다. 같이 일했던 일본 공산당원의 배신으로 1941년 10월에 검거돼 3년 뒤 49세 때 형장의 이슬로 사라졌다.

스파이라고 잡히면 다 죽는 건 아니다. 러시아 미녀 안나 채프먼은 19살 때 영국으로 건너가 영국 남자와 결혼한 뒤 미국에서 스파이로 활동하다 연방수사국(FBI)에 체포됐다. 하지만 지난해 7월 동료 9명과 함께 풀려났다. 미국이 자국을 위해 활동한 러시아인 스파이 4명과 맞교환한 것이다. 러시아로 돌아온 채프먼은 국가최고훈장을 받으며 일약 영웅이 됐다. 28세인 그녀는 연초 러시아 국영 TV 방송국에 의해 '올해의 여성'으로 선정됐으며, 곧 우주복 디자이너로도 활동할 예정이라고 한다.

오늘날 민주 국가에선 개인의 사생활을 캐는 행위를 불법으로 규정하고 있다. 경쟁사의 정보를 훔지는 산업스파이도 중범죄로 다스린다. 하지만 국가간 정보 전쟁에서는 이겨야 한다고 생각한다. 다들 국익을 위해 그렇게 하고 있기 때문이다. 결정적인 전제가 있다. 걸리지 말아야 한다는 것이다. 국정원 소속으로 추정되는 3명이 인도네시아 대통령 특사단 숙소였던 롯데호텔에 잡입한 사건으로 나라가 시끌벅적하다. 이들을 과연 스파이라고 부를 수 있을지 의문이다. 대한민국의 스파이 수준이 이 정도라면 창피할 뿐이다.
