Korea criticized for silence on Libyan protests

Criticism is emerging over the lack of Korea’s vocal support for the pro-democracy movement in the Middle East.

The government has mainly focused on evacuating Koreans from the region and assessing the impact of the political turmoil on its economic ties with the oil-rich area.

But critics say this reflects a narrow and short-term approach given Korea’s proclaimed role as a model of democratization.

The chairman of the main opposition Democratic Party, Sohn Hak-kyu, said at a meeting of party lawmakers that he will push for a resolution in the National Assembly to condemn the Libyan regime for its violent crackdown on protestors.

“The removal of the Muammar el-Qaddafi regime is a matter of time and will be achieved through democracy,” Sohn said.

Cho Bae-sook, a DP representative, said the government’s silence on Libya shows that democracy and human rights have taken a backseat in the business-oriented Lee Myung-bak administration.

Given its own bloody path to democracy, Korea needs to express more its objection to tyranny, she said.

Stung by the criticism, the Ministry of Foreign Affairs and Trade said, “The government looks at the Libyan case with immense interest and expresses deep concern over the loss of lives and human rights infringements.”

Critics said the comments were insufficient and compared Korea’s actions to sanctions measures announced recently by the U.S. and the European Union, including a freeze on Libyan assets, travel bans and an arms embargo.

At a media briefing yesterday, Foreign Ministry spokesman Cho Byung-je did not challenge criticism that the government had not taken an active role on the issue but denied it was due to fears about losing economic benefits.

Korean companies are engaged in several billion dollars worth of infrastructure projects in Libya.

“Some economic motives could be considered, but the economic gains are recoverable. The lives of people are not,” Cho said. “We are putting the safety of the people first,” referring to the government’s focus on rescuing Koreans from Libya.

Progressive civic groups, such as the People’s Solidarity for Participatory Democracy, are claiming that the government’s current stance conflicts with its efforts to promote Korea as a model of simultaneous democratization and industrialization when it hosted the G-20 Summit in Seoul last November.

Some scholars, such as Dennis Florig, an American professor teaching international relations at the Hankuk University of Foreign Studies, said Seoul’s stance should be respected in strategic terms.

“Personally, I hope that Korea would be a model country for democratization in the Arab world and put pressure on regimes in the region to open up their political systems, but whether it does or not is its diplomatic choice,” he said.

Seo Jung-min, a Middle East scholar at HUFS, said it is proper for Korea to take a neutral stance as its voice for pro-democracy would be seen by the Libyan government as meddling in its internal affairs.

정부가 리비아 유혈 사태에 사실상 침묵으로 일관해 논란을 빚고 있다. 리비아 정권의 민주주의와 인권 탄압은 눈감고, ‘기업 이익=국익’이라는 관점에만 매몰돼 대응하고 있는 결과다. 진보단체는 물론 보수성향 단체들도 정부에 무아마르 카다피 국가원수의 유혈 강경진압을 반대·비판할 것을 요구하고 나섰다.

유엔 인권이사회 상임이사국인 한국은 현재까지 리비아를 ‘여행 제한국’으로 지정하고, 고유가 문제를 거론한 게 정부 차원의 주요 대책이다. “사실상 학살을 방관하고 있다”는 지적이 나오지만, 정부는 공식적인 입장을 내놓지 않고 있다. 이는 버락 오바마 미국 대통령이 26일(현지시간) 카다피 퇴진을 요구하고, 프랑스 등 세계 각국이 대사관을 잇따라 폐쇄하는 등 국제사회의 강도 높은 규탄 조치와도 대조된다.

정부는 26일(현지시간) 유엔 안보리의 리비아 제재 결의안에 동참하는 모양새만 갖췄다. 외교 성명 등을 공식 발표하며 리비아의 유혈사태를 규탄하는 대신 세계 각국의 제재 움직임에 숟가락만 얹은 셈이다.

북한민주화네트워크 등 보수성향 단체들은 지난 25일 서울 용산의 리비아 대사관 앞에서 발표한 ‘긴급 시국선언’에서 “정부는 리비아 유혈학살에 대해 뚜렷한 입장을 밝히지 못하고 있다”며 “경제적 고충은 있겠지만, 유혈학살이 자행되는 긴급한 현실을 외면한다면 대한민국이 자유와 민주주의를 소중히 생각하는 국가인지 그 자격을 의심하지 않을 수 없다”고 비판했다.


앞서 참여연대와 나눔문화 등 진보성향 13개 시민사회단체들도 23일 리비아 대사관 앞에서 기자회견을 열어 “오랜 독재를 뚫고 민주화와 경제성장을 동시에 이룬 한국은 리비아 등 아랍 민주화 혁명에 대한 지지와 민간인 학살에 대한 규탄 입장을 즉각 밝혀야 한다”며 “정부는 부끄러운 침묵으로 일관하고 있다”고 지적했다.

정부가 소극적인 태도를 보이는 배경은 양국 간 외교관계나 경제적 이익을 우선시한 때문으로 풀이된다. 리비아에는 동아건설의 대수로 공사를 비롯해 현대건설·대우건설 등의 화력발전소 건립 등 10조원 이상의 건설·플랜트 사업이 진행 중이다. 또 국가정보원 직원이 지난해 6월 리비아에서 군사정보 첩보활동을 하다 추방되는 등 양국 간 외교 갈등도 이어져온 상태다.

리비아의 향후 전망을 가변적으로 보는 시각도 이번 대응의 배경에 깔려 있다. 정부의 외교 소식통은 “아직 리비아 사태가 진행 중이고 국익을 고려할 때 중립적 입장에서 좀 더 지켜보는 것이 적절한 것 같다”고 밝혔다. 민주화 혁명 실패로 카다피가 권좌를 지키게 될 경우도 염두에 둔 포석으로 보인다.

그러나 국제사회 일원으로서의 기본 책무를 방관하고 있다는 비판도 커지고 있다. 오창익 인권연대 사무국장은 “리비아는 물론 버마에서도 정부가 유가나 기업들 이익 같은 물질적인 부분을 너무 중시한다”며 “선진국처럼 민주주의와 인권을 강조할 때 국제사회에서 더 큰 영향력을 발휘할 수 있다는 사실을 알아야 한다”고 말했다.
