NIS response on hotel case angers lawmakers

Responses given by a deputy chief from the National Intelligence Agency angered politicians on Friday when he failed to explain whether the spy agency had been responsible for the break-in of a hotel room that had been occupied by an official from an Indonesian ministerial delegation.

The Intelligence Committee of the National Assembly held a closed-door breakfast meeting with NIS officials on Friday. The meeting did not produce any clear results.

The politicians had wanted to hear a response from the NIS about allegations that the agency was responsible for the break-in.

Democratic Party floor leader Park Jie-won said that Kim Nam-soo, the third deputy NIS chief, had expressed regret over the incident.

All three deputy chiefs were present at the meeting, but the two others denied responsibility for the case.

“It is difficult for us to confirm anything right now about the circumstances,” Kim told the lawmakers according to Park.

“We hope you understand. Not only is it an internal problem but a conflict with the Indonesians as well. We have to look at this from all angles and it must be dealt with, as national interests are a priority here. We are observing the police investigation so we ask you to wait.”

In response, Park said, “The truth is coming out in the press while the NIS is neither acknowledging their actions nor reporting to the Intelligence Committee on the truth of the matter.”

“All they are asking is for the politicians to stop,” the lawmaker added. “We condemn the NIS for their shoddy activities. There is no need for a spy agency that does not do its job or finish its task properly. Kim Nam-soo and Won Sei-hoon should be immediately dismissed from their positions and also be held criminally responsible.”

Won is the NIS director.

The head of the committee, Kwon Youngse of the GNP, also agreed that nothing had come out of the meeting.

Meanwhile, the police precinct responsible for the case said last week that enhanced footage from the CCTVs installed at the hotel had offered no clear images of the intruders who had entered the hotel room.

The fingerprints that were left on the laptop by the intruders who tried to steal it were also “unidentifiable,” said the police.

국회정보위원회는 25일 오전 여의도 모처에서 국가정보원 1, 2, 3차장들을 출석시킨 가운데 조찬을 겸한 비공개 간담회를 열었다.

간담회는 인도네시아 특사단 숙소 잠입의혹 사건과 관련해 국정원의 보고를 들으려고 마련된 자리였다.

이날 오전 7시40분부터 1시간 동안 진행된 조찬 간담회에서 김남수 3차장은 의혹 사건에 대해 시종 'NCND(시인도 부정도 하지 않는)' 입장을 취하면서 "국익을 위해 어느 것도 말할 수 없다"는 말을 되풀이했다고 복수의 정보위원들이 전했다.

김 3차장은 "최근의 인도네시아 사태에 대해 유감을 표한다"면서 "지금 이렇다저렇다 확인하기 어렵다는 점을 이해해달라"고 밝혔다.


그는 또 "내부 문제뿐 아니라 인도네시아와의 문제도 있다. 국익 차원에서 신중히 다뤄져야 한다"면서 "경찰수사가 진행되고 있으니 인내해달라"고 요청했다.

이에 여야 의원들은 하나같이 "이럴 거면 뭐하러 아침시간에 불렀느냐. 국정원이 준비조차 하지 않고 왔다"면서 격앙된 반응을 보였다.

한나라당 김무성 원내대표도 "우리를 모욕하는 것이냐"고 화를 낸 것으로 알려졌다.

정두언 최고위원은 간담회가 끝난 뒤 기자들에게 "사고가 너무 경직돼 있다"고 지적했고, 이은재 의원은 "야당에서 공격할 것을 대비해 커버해주려고 했는데 준비 자체를 안 해왔다. 앞으로 정보위 분위기가 싸늘할 것"이라고 우려했다.

민주당 의원들은 "그냥 덮고 넘어갈 사안이 아니다"면서 "다음달 4일 정보위 전체회의에서 반드시 짚고 넘어갈 것"이라고 목소리를 높였다.

박지원 원내대표와 정보위 간사인 최재성 의원, 박영선 의원은 간담회 도중 성난 얼굴로 뛰쳐나와 다른 방에서 별도의 회의를 갖기도 했다.

정보위 민주당 간사인 최재성 의원은 간담회가 끝나고 기자들을 만나 "인도네시아와 무슨 거래를 하지 않았나 싶다. 미스터리"라면서 "이것은 더 큰 의혹으로 진화할 수 있는 사안이고, 권력기관 간 갈등이 아니라 더 큰 몸통 갈등이 있는 것 같다"라고 주장했다.

최 의원은 이날 국회 브리핑에서도 "인도네시아 파견 무관인 문모 대령이 112를 통해 사건 신고를 한 것도 납득하기 어렵다"면서 "이 신고 이전에 모든 정보기관이 해당 사건을 인지하지 못했다면 직무유기"라고 말했다.

박지원 원내대표는 간담회 뒤 최고위원회에 참석해 "일도 못하고 뒤처리도 못 하는 무능한 국정원은 필요없다"면서 "원세훈 국정원장과 김남수 3차장은 책임을 지고 해임돼야 하고 여기에 대한 형사책임도 져야 할 것"이라고 말했다.

이런 가운데 권영세 정보위원장은 "무대응이 국정원의 확립된 입장이라고 했다"면서 "사실 어떤 나라도 어떤 사안에 대해 (정보기관의) 책임이 있고 없고를 떠나 대응하지 않는 것이 원칙"이라고 신중론을 펼쳤다.
