Blue House pushes for meeting with Sohn

The possibility of a meeting between President Lee Myung-bak and the leader of the opposition party was raised again yesterday as Lee extended a personal invitation to Democratic Party Chairman Sohn Hak-kyu.

Ahead of the ceremony to mark the 92nd anniversary of Korea’s March 1st Independence Movement, Lee and senior politicians held a brief gathering. According to Blue House spokeswoman Kim Hee-jung, Lee greeted Sohn first as they shook hands, and Sohn asked about the president’s health.

“Let’s meet sometime,” Lee was quoted as telling Sohn. According to Kim, Sohn replied “yes.”

“I should receive you warmly,” Lee was quoted as saying, as he offered a piece of cake to Sohn. Kim described the atmosphere of the gathering as extremely friendly.

“Don’t you two have a close relationship from the past?” National Assembly Speaker Park Hee-tae asked, and Lee replied, “If [we] were not in politics, we could have been very close, but we have said things that we didn’t really mean.” Grand National Chairman Ahn Sang-soo, then, said, “We should meet unconditionally.”

While the Blue House gave a detailed briefing about the encounter between the two leaders, the Democratic Party dismissed speculation about a possible meeting.

“It was nothing more than a formal exchange of greetings,” said Yang Seung-jo, Sohn’s chief of staff.

DP spokeswoman Cha Young criticized the Blue House for “spinning” media by revealing the informal private exchange. “Sohn just smiled when Lee made the remarks out of courtesy,” Cha said. “The Blue House said Sohn replied ‘yes,’ but we don’t even remember that. It was nothing more than a casual invitation of let’s have a meal together sometime.”

The encounter took place following bickering between the Blue House and the Democratic Party over a Lee-Sohn meeting. After Lee said on Feb. 1 during his TV appearance that he was willing to meet with Sohn to discuss a legislative breakthrough, speculation was high that the two leaders would meet.

The Blue House and the Democrats had preliminary contacts to arrange the meeting, but the DP later rejected the offer, demanding Lee’s apology for the ruling GNP’s railroading of budget bills at the end of last year.

While the Blue House made clear there won’t be an apology, the Democrats have recently returned to the National Assembly, declaring bitterly then there will be no meeting. “We are in a situation that requires a polite, formal invitation, not a casual talk,” an official from the Democratic Party said.

청와대·민주당 “영수회담 제안 아니다”

이명박 대통령이 3·1절 기념식장에서 민주당 손학규 대표를 만났다. 이 대통령은 세종문화회관에서 열린 기념식에 앞서 환담장인 대기실에 들어서면서 대기 중이던 정·관계 인사들 중 손 대표에게 가장 먼저 악수를 청했다. 이 대통령은 “안녕하십니까”라고 했고, 손 대표는 “건강하시죠”라고 했다. 이어 이 대통령이 “언제 한번 봐요”라고 하자 손 대표는 “네”라고 대답했다.

▶이 대통령=비바람 칠 때 헬기 타지 마세요. 위험해요. (이어 테이블의 케이크를 덜어 직접 손 대표에게 건네며) 내가 손학규 대표 잘 모셔야죠. 아침식사는 하셨나요.

▶손 대표=그렇습니다.

▶이 대통령=(우리가) 정치만 안 했으면 되게 친했을 텐데 (정치를 하기 때문에) 마음에 없는 얘기도 하고 그래서…허허허.

이에 손 대표는 살짝 웃기만 했을 뿐 아무런 대꾸를 하지 않았다. 그러자 함께 있던 박희태 국회의장이 “두 분은 과거부터 가까운 사이 아닙니까”라고 말하며 좋은 분위기를 만들려 했다. 한나라당 안상수 대표도 “조건을 걸지 말고 무조건 만나야죠”라며 거들었다. 손 대표는 그저 미소만 짓고 있었다는게 김희정 청와대 대변인이 전한 풍경이다. 민주당 측에선 손 대표가 이 대통령이 건네준 케이크엔 손대지 않고 커피만 마셨다고 덧붙였다.

청와대와 민주당 측은 지난달 이 대통령과 손 대표의 회담을 추진하다 그만뒀다. 조건 문제로 티격태격했고, 서로의 진정성도 의심했기 때문이다. 그런 상황에서 이날 짧은 만남이 이뤄졌고, 다소 어색한 분위기가 연출됐다. 이 대통령이 “한번 보자”고 한 데 대해 정치권 일각에선 이 대통령이 여야 영수회담을 직접 제안한 것 아니냐는 해석이 나왔다. 하지만 기념식이 끝난 뒤 청와대나 민주당 측에선 모두 “공식 제안이 아니었다”며 무게를 싣지 않았다. 청와대 핵심 참모는 “오늘 나눈 인사말로 대통령이 청와대 회동을 제안한 것이라고 보기는 힘들다”며 “다만 지난달 이른바 ‘영수회담’이 무산되며 다소 냉랭했던 손 대표와의 관계를 오늘 만남으로 어느 정도 풀었다고는 볼 수 있다”고 했다. 환담장에 배석했던 민주당 양승조 대표 비서실장도 “이 대통령이 의례적인 인사말을 한 것으로 본다”며 “손 대표는 그 자리에서 ‘네’라고 했는지 기억하지 못하고 있다”고 말했다.

양측이 이를 영수회담 제안으로 간주하지 않는 이유는 지난번의 회담 추진이 무산됐을 때와 달라진 게 없다고 보기 때문이다. 청와대는 지난해 정기국회에서 2011년 예산안이 한나라당 단독으로 처리된 것과 관련해 이 대통령 사과를 요구해온 손 대표가 다시 영수회담을 추진하면 성사의 조건으로 대통령 사과를 들고 나올 걸로 예상한다. 손 대표 측은 청와대의 진정성이 없다고 본다. “영수회담을 통해 야당의 목소리를 듣고 국정운영에 반영하려는 의지가 없다”는 게 민주당 당직자들의 판단이다.
