Rights agency to deal with abuses in North

The National Human Rights Commission of Korea announced Monday that it will launch a center to keep track of human rights violations in North Korea.

It is the first time that a South Korean government-run commission will officially deal with human rights violations in North Korea.

“We will present the documentary material about human rights violations in North Korea to the United Nations in calling for the protection of the rights of North Koreans and to curb violations of human rights affairs,” the commission said yesterday.

North Korean defectors, POWs, abductees and families who have family members in the North can report cases of inhumane treatment in the North to the center. After the center investigates the reports, it will hand them over to an archive unit that will analyze and register the cases.

“We had much difficulty in figuring out the current situation about human rights violations in North Korea,” the commission said. “We expect the center to conduct a comprehensive analysis of the issue.”

북한의 인권침해와 관련한 진정을 받는 전담기구가 국가인권위원회에 신설된다.

　인권위는 28일 전원위원회를 열고 의결 안건인 ‘북한인권침해신고센터 및 북한인권기록관 설치안’을 찬성 7표, 반대 3표로 통과시켰다. 국가기관에서 북한 인권침해 행위 자료를 기록·관리·보존하는 것은 이번이 처음이다. 인권위는 이날 보도자료를 내고 “수집된 자료는 국제기구에 권리구제를 요청할 수 있는 근거로 활용될 뿐만 아니라 궁극적으론 북한 당국이 인권침해 행위를 못하도록 억제·예방할 수 있을 것”이라고 밝혔다.

　앞으로 신고센터에 접수된 진정사건은 현행 규정에 따라 조사국에서 조사하고, 북한인권기록관에서 별도로 사례를 관리·분석할 예정이다. 인권위 측은 “그동안 탈북자들 사이에 진정 접수가 안 된다고 알려져 실태 파악에 어려움이 많았다”며 “센터 신설로 종합적·체계적 관리가 가능해질 것”이라고 설명했다.

　진정 접수 대상은 북한이탈 주민을 포함한 북한주민·국군포로·납북자·이산가족 등이다. 탈북 과정에서 살해·납치·고문을 당했거나 정치범 수용소에 수감되는 등 인도주의에 반한 과도한 형벌을 받았을 때, 또 노동단련소·교화소 등 구금시설에서 가혹행위를 당했을 경우 등은 진정 접수를 할 수 있다.
