UN team in Pyongyang to help fight FMD spread

A team of experts from the United Nations’ Food and Agriculture Organization landed in North Korea Monday to inspect the North’s foot-and-mouth outbreak after Pyongyang officially confirmed multiple cases of the virus on Feb. 10.

According to U.S.-based Radio Free Asia yesterday, FAO said that the group went to North Korea to help prevent the spread of the disease, which was reported by North Korea’s Central News Agency to have already affected several areas in the country.

An official at the FAO was quoted by RFA as saying that the scale and variety of the aid would be determined after discussions with North Korean government officials. The exact itinerary of the group was not released.

The UN food agency also said that along with the team that arrived in North Korea last month, additional officials, including an expert on contagious diseases, would be sent to the area.

The South Korean government has said that it has been monitoring the development of the outbreak. However, the South Korean Ministry of Unification said after North Korea’s official report on the disease that Pyongyang has not made any requests for aid nor did Seoul have plans to offer any assistance.

North Korea announced on Feb. 10 that over 10,000 pigs and cattle had been infected with FMD, prompting North Korean officials to alert the UN of the outbreak.

The North struggled with FMD cases in 2007 and 2008, which led to the culling of thousands of pigs and cattle. During those episodes, the FAO and the South Korean government provided aid.

북한의 구제역 피해현황을 파악하고 긴급 구호방안을 마련하기 위해 유엔 식량농업기구(FAO)의 전문가팀이 방북했다고 미국의 자유아시아방송(RFA)이 1일 밝혔다.

RFA는 FAO의 팀장급 전문가와 구호사업 운영자 2명이 팀을 이뤄 지난달 28일 평양을 찾았으며 전염병 전문가와 대북사업 운영요원 일부가 추가로 방북할 계획이라고 전했다.

FAO 관계자는 RFA에 "이번 파견의 목적은 북한의 긴급구호 규모와 방식을 파악하려는 것"이라며 "북한 정부 관계자들과의 협의를 토대로 구체적인 지원의 종류와 규모가 결정될 것"이라고 말했다.

RFA는 또 북한이 구제역 확산을 막기 위해 군대를 동원해 곳곳에 초소를 설치했다고 보도했다.


RFA는 최근 함경남도 고원군에 다녀온 국경지역 주민을 인용해 "고원에서 청진까지 들어오는 데 방역초소만 무려 20개가 넘었다"면서 "구제역이 발생하지 않은 김책이나 단천 지역으로 피해가 확산되지 않도록 각 도와 시군 경계마다 보안서 초소와 군대 초소가 설치됐다"고 전했다.

초소를 통과할 때 필요한 소독 약품은 운전자들이 직접 구입해 뿌려야 하며, 평안남도와 강원도 지방에서 가축을 북쪽 지방으로 이동시키거나 식량 장사를 하는 상인들이 주요 단속대상이 되고 있다고 RFA는 설명했다.

북한에서는 지난해 성탄절 평양에서 처음으로 구제역이 발생한 이후 평안남북도와 황해남북도 등지로 퍼져나간 것으로 알려졌다. 북한 당국은 지난달 초 FAO에 구제역 발병을 통보하고 지원을 요청했다.
